Title
A substitute ordinance relating to the suspension of permit fees for projects related to the repair of flood damage.
Analysis
This ordinance authorizes the commissioner of neighborhood services to temporarily suspend permit fees associated with the repair of electrical and plumbing systems in residential properties damaged by the August 9 and August 10, 2025 flood event.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Suspension of Flood-Related Permit Fees. a. Between August 9 and December 31, 2025, the commissioner of the department of neighborhood services may suspend permit fees for repairs to or replacement of the following:
a-1. Electrical system capacitors or converters.
a-2. Electrical system feeders.
a-3. Electrical system feeder switches.
a-4. Furnaces.
a-5. Electric heaters.
a-6. Electrical systems with one service switch.
a-7. Sump pumps.
a-8. Transformers.
a-9. Water heaters.
a-10. Other necessary repairs, at the discretion of the commissioner, related to flood recovery as applicable to public health or safety.
b. The suspension of permit fees by the commissioner shall only apply to owner-occupied residential properties impacted by floodwaters between August 9 and August 10, 2025 as determined by the commissioner based on established criteria.
Part 2. Reimbursement of Flood-Related Permit Fees. a. The commissioner of neighborhood services may reimburse any permit fees described in section 1-a and paid to the department of neighborhood services prior to the passage of this ordinance.
b. The reimbursement of permit fees by the commissioner shall only apply to owner-occupied residential properties impacted by floodwaters between August 9 and August 10, 2025, as determined by the commissioner based on established criteria.
