Analysis

This resolution authorizes acceptance and expenditure of a STOP School Violence Technology and Threat Assessment Solutions for Safer Schools Grant from the US Department of Justice-Bureau of Justice Assistance in the amount of $250,000 with no City Match. The Milwaukee Police Department (MPD), in partnership with the Milwaukee Public Schools (MPS) and the Urban Institute, proposes to purchase state-of-the-art software for the purpose of launching a mobile anonymous reporting system (ARS) software application within Milwaukee schools.  The software will enable students, teachers, faculty, and community members to anonymously identify threats of school violence.

 

Body

Whereas, Under the terms of CFDA #16.839, the City of Milwaukee appears to be eligible for grant funds from the US Department of Justice-Bureau of Justice Assistance; and

 

Whereas, In conjunction with the Urban Institute as a sub-granteee and research partner, the purpose of this grant is to purchase state-of-the-art software for the purpose of launching a mobile anonymous reporting system (ARS) software application within Milwaukee schools; and

 

Whereas, The operation of this grant program from October 1, 2019 to September 30, 2022, would cost $250,000 of which 100% would be provided by the grantor; and now therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2019 Special Revenue -Grant and Aid Projects, the following amounts for the program titled: STOP School Violence Grant:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3. Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Milwaukee Police Department which is authorized to:

 

1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2. Transfer funds within the project budget as long as the amount expended for each specific purpose does not exceed the amount authorized by the budget by 10 perscent.

 

3. Enter into agreements as detailed in the grant budget.
