Title
Substitute resolution authorizing the Department of City Development (DCD) to enter into a Consultant contract for the Housing and Economic Recovery Act of 2008 - Neighborhood Stabilization Program (NSP) funded through the Community Development Block Grant (CDBG) Program from the U. S. Department of Housing and Urban Development through the Community Development Grants Administration (CDGA).
Analysis
This resolution will authorize the Department of City Development to enter into a contract with the Milwaukee County Cooperative Extension for consulting services in the amount of $90,000.
Body
Whereas, The City of Milwaukee has been allocated $9,197,465 from the United States Department of Housing and Urban Development (HUD) through the Neighborhood Stabilization Program (NSP) authorized by the Housing and Economic Recovery Act of 2008; and
Whereas, The purpose of the NSP is to assist states and local governments in addressing the effects of abandoned and foreclosed properties in the nation’s communities; and
Whereas, HUD is granting permission to communities that have been allocated funds to incur pre-award costs that can be reimbursed from grant funds once they have been received by the City; and
Whereas, The City wishes to obtain the services of a Foreclosure Partnership Manager to assist the City and carrying out programs under the NSP Program to address the surge of mortgage foreclosures in our community; and
Whereas The Milwaukee County Cooperative Extension (MCCE) has been working to study, assess and address the foreclosure issue in the City; and
Whereas, The City wishes to enter into a contract with MCCE to provide Foreclosure Partnership Manager Services to the City; and
Whereas, The MCCE has agreed to leverage City funding of $90,000 by providing matching funds in the amount of $100,000 for the purpose of providing these services; and
Whereas, The MCCE’s services will include staffing, planning, data collection, legal expertise, and community education and outreach services to support grant activities; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development is authorized to enter into a contract with MCCE in the amount of $90,000 for the purposes of providing foreclosure partnership management services; and, be it
Further Resolved, That funding for the contract will be reimbursed by the NSP grant funds to be received by the City of Milwaukee.
