Substitute resolution relative to the acceptance and funding of the 2015-16 Healthy Birth Outcomes Grant from United Way of Greater Milwaukee & Waukesha County.
Analysis
This resolution authorizes the Health Department to accept and fund the Healthy Birth Outcomes Grant from United Way of Greater Milwaukee & Waukesha County in the amount of $50,000. The purpose of the Healthy Birth Outcomes Grant is to serve families in need of services related to: improving pregnancy outcomes; improving family health, safety, and development; preventing child abuse and neglect; enhancing family functioning; and assuring child readiness for school.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the United Way of Greater Milwaukee & Waukesha County to improve pregnancy outcomes, enhance family functions, prevent child abuse and neglect and assure child readiness for school; and
Whereas, The continued operation of this grant program from 7/01/15 to 06/30/2016 would cost $50,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that acceptance of this grant from the United Way of Greater Milwaukee & Waukesha County is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2015 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Healthy Birth Outcomes Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Expend from the 2015 grant budget for training and out-of-town travel by departmental staff;
3. Expend from the 2015 grant budget funds for specific items of equipment; and
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2015 Positions Ordinance C.C. File Number 140624, should be amended as follows:
