This substitute resolution approves the 2016 Operating Plan and boundary expansion for Business Improvement District No. 25 and dissolves Business Improvement District No. 36.
Body
Whereas, The Common Council of the City of Milwaukee (“Common Council”) created Business Improvement District No. 25 (“BID No. 25”) via File No. 990930 on October 19, 1999, as authorized by Section 66.1109, Wisconsin Statutes, and adopted its initial Operating Plan for the year 2000; and
Whereas, The Common Council created Business Improvement District No. 36 (“BID No. 36”) via File No. 040878 on November 3, 2004, as authorized by Section 66.1109, Wisconsin Statutes, and adopted its initial Operating Plan for the year 2005; and
Whereas, On October 16, 2013 and October 15, 2013, the Boards of BID No. 25 and BID No. 36, respectively, authorized actions to combine the two adjacent BID’s into one BID, known as BID No. 25, and to dissolve BID No. 36 and its Board; and
Whereas, The expanded boundaries for BID No. 25 are generally described as Port Washington Road to the west, Humboldt Boulevard to the east, Auer Avenue to the south and Hope Street to the north (City of Milwaukee city limits); and
Whereas, The Board of BID No. 25 submits for approval its 2016 Operating Plan that combines the two BID boundaries into BID No. 25, a copy of which is attached to this Common Council File, which authorizes special assessments totaling $257,859 on taxable properties in the BID; and
Whereas, BID No. 25 will continue its contract with the Riverworks Development Corporation for staffing and Operating Plan implementation; and
Whereas, The activities to be undertaken by BID No. 25 include implementing strategies and partnerships for the development of properties identified in the Riverworks Charette, streetscape improvement projects for Capitol Drive gateways, Holton Street and Keefe Avenue, continue implementing the Riverworks Strategic Action Plan and supporting the expansion and upgrades of the Beerline Recreational Trail through the District; and
Whereas, Activities also will include assisting, supporting and implementing safety measures in the Riverworks Center and surrounding areas to reduce crime and nuisance issues, assisting area business and property owners with improvements to their property facades through direct matching grants and promoting the area as a great place to work, live, play and do commerce; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the 2016 Operating Plan for Business Improvement District No. 25 (Riverworks) and associated budget and boundary expansion are approved; and, be it
Further Resolved, That BID No. 36 and its Board are dissolved as of the end of the year 2015; and, be it
Further Resolved, That the City Treasurer, the City Comptroller and other affected departments are directed to collect and disburse BID No. 25 assessments in accordance with the 2016 Operating Plan; and, be it
Further Resolved, That all City officials, departments, boards and commissions are directed to take all actions and provide such assistance, as needed, to carry out the intent and purpose of this resolution and the approved 2016 Operating Plan and boundary expansion for BID No. 25.
