Analysis
This resolution authorizes the Department of Public Works - Operations Division (Forestry Section) to accept and fund a Great Lakes Restoration Initiative grant from USDA Forest Service in the amount of $224,052 with a city In-Kind Match of $118,926 and a grantor cash match of $105,126. The purpose of the grant is to continue diversification of street tree canopy for stormwater interception of ash trees that are at risk to Emerald Ash Borer by removing and replacing 450 poor-to-fair condition ash street trees.

Whereas, The City of Milwaukee appears to be eligible for grant funds from USDA Forest Service to continue diversification of street tree canopy by removing and replacing 450 poor-to-fair condition ash street trees; and
Whereas, The operation of this grant from 4/21/2023 to 4/21/2025 would cost $224,052 of which, $118,926 (53%) would be provided as in kind match by the city and $105,126 (47%) would be provided as cash match by the grantor; now therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Department of Public Works shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2023 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled Great Lakes Restoration Initiative Grant Replacing Ash Trees In Milwaukee’s Combined Sewer Districts to Maintain and Improved Stormwater Interception

2. Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

Further Resolved, That these funds are budgeted for the Department of Public Works-Operations Division, which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Enter into subcontracts as detailed in the grant budget.
