Title
Substitute resolution approving the City of Milwaukee Industrial Land Analysis and amending the Citywide Policy Plan as part of Milwaukee’s Overall Comprehensive Plan.
Analysis
This substitute resolution approves the City of Milwaukee Industrial Land Analysis as an amendment to the Citywide Policy Plan, as part of Milwaukee’s Comprehensive Plan, and directs City departments and agencies to consider this Analysis in matters related to industrial land use and development and work towards the implementation of the Comprehensive Plan, as amended.
Body
Whereas, On September 23, 2014, the Common Council of the City of Milwaukee (“Common Council”) adopted Common Council File No. 140460, approving “Growing Prosperity” as the 10 Year Action Agenda for economic development in the City of Milwaukee; and
Whereas, Growing Prosperity set forth ambitious goals for Milwaukee to return 500 acres of vacant and underutilized land to productive use for industrial redevelopment and to consistently maintain an inventory of 100 available acres of developable land for manufacturers; and
Whereas, Growing Prosperity recommended updating the City of Milwaukee’s analysis of industrial zoned land to ensure that zoning regulations and industrial land policies and strategies align with current trends and market forces impacting industrial development, particularly within key regional asset industry clusters identified by the Milwaukee 7; and
Whereas, Milwaukee last carried out such an analysis in 2004, and was in need of an update as the land use and facilities needs of modern manufacturers continue to evolve and Milwaukee must ensure its industrial zoning and land use policies facilitate continued reinvestment and job creation; and
Whereas, Common Council File No. 191796, adopted on March 24, 2020, directed The Department of City Development (“DCD”) to develop an updated Industrial Land Analysis (“Analysis”) to advance the goals of Growing Prosperity; and
Whereas, DCD worked collaboratively with the seven Business Improvement Districts (“BIDs”) in Milwaukee that represent industrial areas, as well as other organizations involved in local economic development during the preparation of this Analysis; and
Whereas, This Analysis provides an industrial market analysis for the City, a summary of associated zoning and land use recommendations to support job creation within regional asset industry clusters and among emerging small-scale manufacturers, programmatic recommendations to support Milwaukee’s manufacturing ecosystem, strategies tailored to help Milwaukee’s manufacturing sector respond successfully to the impacts of COVID-19 on manufacturing, and an updated framework for use in evaluating rezoning requests of industrial land; and
Whereas, DCD followed the guidelines for public participation for Comprehensive Planning that have been adopted by the Common Council while preparing the Analysis; now, therefore, be it
Resolved, That the Common Council of the City of Milwaukee approves the Analysis, as recommended by the City Plan Commission, as an amendment to the Citywide Policy Plan as part of Milwaukee’s Overall Comprehensive Plan; and, be it
Further Resolved, That the amended Citywide Policy Plan, as approved, shall include a text reference to consult the Analysis as a supplement to provide further guidance and serve as the basis for decision-making by the Common Council in its consideration of matters related to industrial land use and development; and, be it
Further Resolved, That DCD, the Department of Neighborhood Services, the Department of Public Works and other appropriate City departments and agencies are directed to work toward implementation of the Analysis; and, be it
Further Resolved, That the Commissioner of DCD is authorized to send copies of the Analysis to the parties identified as having responsibility for implementation of said Analysis for their reference and use.
