Title

Resolution authorizing the acceptance and expenditure of a municipal grant from The Recycling Partnership to implement improvements to recycling collection program.

 

Analysis

This resolution authorizes the Department of Public Works to accept and expend a cash grant from The Recycling Partnership in the amount of $649,000 with a city share of $0 and a grantor share of $649,000. The purpose of the grant is to support implementation of uniform every other week recycling collection for all 1 - 4 unit households serviced citywide.  

 

Body

Whereas, Mayor Barrett’s “40 by 2020: A Clear Vision to the Future” solid waste diversion initiative called for increasing the percentage of Milwaukee’s annual solid waste diverted from landfills to 40% by 2020; and

 

Whereas, The 40 percent waste diversion goal has been formally adopted by the City as part of its sustainability plan, Refresh Milwaukee; and

 

Whereas, A supporting component of the plan to achieve 40 percent annual waste diversion is improving DPW’s recycling collection program by implementing every other week service citywide; and 

 

Whereas, The City of Milwaukee appears to be eligible for grant funds from The Recycling Partnership to implement uniform every other week recycling collection for all 1 - 4 unit households serviced citywide; and

 

Whereas, The implementation of uniform every other week recycling collection will provide consistent and equitable service levels for all 1-4 unit City of Milwaukee households; and

 

Whereas, The implementation of uniform every other week recycling collection is estimated to result in over 5,100 tons of additional residential recyclables diverted from landfill annually; and

 

Whereas, The estimated increase in materials recycled rather than landfilled equates to a reduction of 15,031.52 metric tons of carbon dioxide equivalent (MTCO2E), the equivalent of removing annual emissions from 3,191 passenger vehicles from the road, thus improving the City’s efforts to address climate change; and

 

Whereas, The Recycling Partnership will also provide in-kind educational resources and services to the City in the amount of $125,000 to support the program implementation and resident outreach and education; and

 

Whereas, The agreement’s universal system requires a substantial investment in additional large carts in order to expand their deployment to all of the approximately 18,615 eligible households currently serviced in routes featuring weekly collection utilizing 18-gallon bins; and

 

Whereas, The agreement with The Recycling Partnership also includes donations to a third party cart vendor to be used in the manufacturing and delivery of recycling carts to the City of Milwaukee to support implementation of this project, thus lowering the procurement cost to the City for additional recycling carts in the amount of $479,150.10; and

 

Whereas, The resulting cash grant and discounted carts will allow the City of Milwaukee to purchase an additional 18,615 recycling carts at approximately $1.33 per unit and a total of $24,758; and

 

Whereas, The operation of this grant from 4/1/2021 to 5/31/2022 would cost $673,758 of which, $24,758 (4%) would be provided by the city and $649,000 (96%) would be provided by the grantor; and

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Public Works shall accept this grant with terms substantially similar to the draft contract attached without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2020 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled The Recycling Partnership Feasibility Study:

2.  Create the necessary Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amount required under the grant agreement;

 

3.  Establish the necessary City Share Project Values; and, be it

 

Further Resolved, That these funds are budgeted for the Department of Public Works-Operations Division, which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Enter into subcontracts as detailed in the grant budget.
