Resolution relative to application, acceptance and funding of a Planning Grant from the Federal Emergency Management Agency through the Wisconsin Division of Emergency Management to update the All Hazard Mitigation Plan for the City of Milwaukee and to enter into a Pre-Disaster Mitigation Program Assistance Agreement with the Wisconsin Division of Emergency Management.
Analysis
This resolution authorizes the Department of Public Works-Infrastructure Services Division to apply for, accept and fund a Federal Emergency Management Agency (FEMA) Planning Grant through the Wisconsin Division of Emergency Management (WEM) in the amount of $40,000 with a City in-kind share of $10,000 and a grantor share of $30,000. The purpose of the grant is to update the All Hazard Mitigation Plan (HMP) for the City of Milwaukee. This resolution also authorizes and directs the proper City officers to execute a Grant Award Agreement between the City of Milwaukee and the Wisconsin Division of Emergency Management.

Whereas, The City of Milwaukee appears to be eligible for Federal Emergency Management Agency (FEMA) planning grant funds from the Wisconsin Division of Emergency Management (WEM) to update the All Hazard Mitigation Plan (HMP) for the City of Milwaukee; and
Whereas, The City of Milwaukee's original All Hazard Mitigation Plan (HMP) was adopted in 2005, was updated in 2011, and expires in December of 2016; and
Whereas, The State of Wisconsin Division of Emergency Management (WEM) has accepted a Planning Grant on behalf of the City of Milwaukee in the amount of $40,000; and
Whereas, The purpose of the grant is to provide assistance to the City of Milwaukee in updating the 2011 plan; and
Whereas, Through the office of the WEM, FEMA would provide 75% of the costs or $30,000 and the City's share would be 25% or $10,000 to be provided as in-kind contribution; and
Whereas, The operation of this grant runs from May 29, 2015 through October 30, 2018; and
Whereas, The Southeastern Wisconsin Regional Planning Commission (SEWRPC) played a major role in developing the original HMP, the City will enter into an agreement with SEWRPC to assist the City in updating of the plan; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to WEM is authorized and the Department of Public Works-Infrastructure Services Division shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds with the Project/Grant Parent of the 2016 Special Revenue-Grant and Aid Projects, the following amount for the program titled: "Updating the All Hazard Mitigation Plan"

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels, budget against these Project/Grant values the amount required under the grant agreement; and

Further Resolved, That these funds are budgeted for the Department of Public Works-Infrastructure Services Division which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Enter into contracts as detailed in the grant budget
Further Resolved, That the proper City officers are authorized and directed to execute a Pre-Disaster Mitigation Program Assistance Agreement with the Wisconsin Division of Emergency Management.
