Analysis
This substitute resolution authorizes the Health Department accept and fund the COVID-19 Vaccination Community Outreach Grant from the State of Wisconsin Department of Health Services in the amount of $100,000 100% grantor share with no city match to support the implementation of our outreach strategies to promote COVID-19 vaccination across Milwaukee.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Department of Health Services support the implementation of our outreach strategies to promote COVID-19 vaccination across Milwaukee; and
Whereas, The operation of this grant project from 04.01.2021 to 08.31.2021 would cost $100,000 provided by the grantor 100% with no city match; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that acceptance of the grant from the State of Wisconsin Division of Health Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2021 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled COVID-19 Vaccination Community Outreach Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget to these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
Expend from the 2020 grant budget funds for supplies, materials and advertisements;
Enter into leases and contracts as indicated in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2021 Positions Ordinance C.C. File Number 200537, should be amended as follows:
