Substitute resolution relative to the acceptance and funding of the 2016 Epidemiology and Laboratory Capacity (ELC) - Building and Strengthening Epidemiology, Laboratory and Health Information Systems Capacity grant from the Department of Health Services, Division of Public Health(DHS/DPH).
Analysis
This resolution authorizes the Health Department to accept and fund the Epidemiology and Laboratory Capacity - Building and Strengthening Epidemiology, Laboratory and Health Information Systems Capacity Grant from the Department of Health Services, Division of Public Health in the amount of $474,518 with a grantor share of $474,518 (100%). The purpose of the grant is to provide public health testing and consultative services to the DHS/DPH and those local units of government authorized by DHS/DPH.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the Department of Health Services, Division of Public Health to provide public health testing and consultative services; and
Whereas, The continued operation of this grant program from 08/01/16 to 07/31/2017 would cost $474,518 comprised of $474,518 (100%) grantor share,; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that acceptance of this grant from the DHS/DPH is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2016 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Epidemiology and Laboratory Capacity Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Expend from the 2016 grant budget for training and out-of-town travel by departmental staff;
3. Expend from the 2016 grant budget funds for specific items of equipment; and
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2016 Positions Ordinance C.C. File Number 150505, should be amended as follows:
