Title
Resolution relative to acceptance and funding of the Lead Based Paint Hazard Control Grant. (Health Department)
Analysis
This resolution authorizes the Health Department to accept and fund the Lead Based Paint Hazard Control Grant from the U.S. Department of Housing and Urban Development in the amount of $3,532,285 comprised of $3,000,000 in grantor share and $532,285 in City matching funds. The purpose of the project is to make an additional 870 housing units lead-safe and to contract with community-based organizations in support of neighborhood prevention activities.
BODY:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Housing and Urban Development to make an additional 870 housing units lead-safe and to contract with community-based organizations in support of neighborhood prevention activities; and
Whereas, The application for these funds was approved by Common Council File 040754; and
Whereas, The operation of this grant project from 01/01/05 to 12/31/07 would cost $3,532,285; $3,000,000 (85%) to be provided by the grantor and $532,285 (15%) in City matching funds; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the U.S. Department of Housing and Urban Development was authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 030712 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2005 Special Revenue-Grant and Aid Projects Fund, the following amounts for the project titled Lead Based Paint Hazard Control Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement;

Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Expend from the 2005 grant budget funds for training and out-of-town travel by departmental staff;
3. Expend from the 2004 grant budget funds for specific items of equipment;
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2004 Positions Ordinance C.C. File Number 030415, should be amended as follows:
