Title
Substitute resolution approving Year 2019 Operating Plans for various Business Improvement Districts and Neighborhood Improvement Districts, located in the City of Milwaukee.
Analysis
Sections 66.1109(3)(b) and 66.1110(4)(b), Wisconsin Statutes, require that Business Improvement Districts and Neighborhood Improvement Districts submit annual Operating Plans for City approval. This substitute resolution approves Year 2019 Operating Plans for Business Improvement District Nos. 2, 4, 5, 8, 10, 13, 15, 16, 19, 20, 25, 31, 37, 40, 42, 48, 50 and 51 and Neighborhood Improvement District Nos. 3, 4, 7 and 9 and authorizes assessments on taxable property within said Districts.

Whereas, The Common Council of the City of Milwaukee (“Common Council”) has created Business Improvement Districts (“BIDs”) and Neighborhood Improvement Districts (“NIDs”) in the City of Milwaukee and has approved their Initial Operating Plans; and
Whereas, Section 66.1109(3)(b), Wisconsin Statutes, requires that Boards of BIDs submit annual Operating Plans to the Common Council for approval; and
Whereas, Section 66.1110(4)(b), Wisconsin Statutes, requires that Boards of NIDs submit annual Operating Plans to the Common Council for approval; and
Whereas, The Boards of BID Nos. 2 (Historic Third Ward), 4 (Greater Mitchell Street), 5 (Westown), 8 (Historic King Drive), 10 (Near West Side), 13 (Oakland Avenue), 15 (Milwaukee Riverwalk), 16 (West North Avenue - Uptown), 19 (Villard Avenue), 20 (East North Avenue), 25 (Riverworks), 31 (Havenwoods), 37 (30th Street Industrial Corridor), 40 (Airport Gateway), 42 (Schlitz Park), 48 (Granville), 50 (Cristol Corridor) and 51 (Harbor District) and NID Nos. 3 (Washington Park), 4 (Sherman Park), 7 (Harambee) and 9 (Havenwoods) have submitted proposed Year 2019 Operating Plans; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Year 2019 Operating Plans for BID Nos. 2, 4, 5, 8, 10, 13, 15, 16, 19, 20, 25, 31, 37, 40, 42, 48, 50 and 51 and NID Nos. 3, 4, 7 and 9 are approved; and, be it
Further Resolved, That the City Treasurer, City Comptroller, Assessment Commissioner and other affected departments are directed to collect and disburse BID and NID assessments in accordance with said Year 2019 Operating Plans; and, be it
Further Resolved, That all City officials, departments, boards and commissions are directed to take all actions and provide such assistance, as necessary, to carry out the intent and purpose of this resolution and said approved Year 2019 Operating Plans.
