Title
Substitute resolution relative to acceptance and funding of the Office of Violence Prevention Recast Milwaukee Project Grant from the Department of Health and Human Services.
Analysis
This resolution authorizes the Health Department to accept and fund the Office of Violence Prevention Recast Milwaukee Project Grant from the Department of Health and Human Services in the amount of $1,039,976 with a grantor share of $1,025,000 (99%), and a city share of $14,976 (1%). The purpose of the grant is to assist high-risk youth and families and promote resilience and equity through implementation of evidence-based violence prevention and community youth engagement programs.
Body
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Department of Health and Human Services Substance Abuse and Mental Health Services Administration to implement evidence-based violence prevention and community youth engagement programs; and
Whereas, The continued operation of this grant program from 10/01/2020 to 09/29/2021 would cost $1,039,976 comprised of $1,025,000 (99%) grantor share, and a city share of $14,976 (1%); now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application of this grant from the Department of Health and Human Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Milwaukee Code of Ordinances Section 304-81; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent of the 2020 Special Revenue Grant and Aid Projects Fund, the following amounts for the program titled Recast Milwaukee Project Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Levels; budget against these Project/Grant values the amount required under the grant agreement; and, be it
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted sums for specified purposes as indicated in the grant budget and incur costs consistent with the award date; and
2. Expend from the 2020 grant budget for training and out-of-town travel by departmental staff;
3. Expend from the 2020 grant budget funds for specific items of equipment; and
4. Enter into subcontracts and leases as detailed in the grant budget; and, be it
Further Resolved, That the Common Council directs that the 2020 Positions Ordinance C.C. File Number 190614, should be amended as follows:
