This resolution directs the Parking Fund to conduct a study of how changes and innovations in weekend parking meter hours and rates in the Third Ward, the central business district and in the Historic Mitchell Street area may affect parking meter availability and patronage at local businesses, and to report its findings and recommendations to the Common Council by August, 1, 2015.
Body
Whereas, Free parking at city parking meters on weekends in the Third Ward, the central business district and in the Historic Mitchell Street area was originally intended to encourage patronage of retail businesses and entertainment venues; and
Whereas, Recent difficulties finding parking spots at city parking meters in the Third Ward, the central business district and in Historic Mitchell Street area on weekends suggest residents of the area and other parkers who are not patronizing area businesses may be monopolizing free meter parking in these areas, effectively hurting local businesses by impeding access by potential patrons; and
Whereas, Changes and innovations in weekend parking meter hours and rates may improve patron-flow at area retail businesses and entertainment venues, stimulating business by encouraging greater patronage; and
Whereas, A study on how changes and innovations in weekend parking meter hours and rates in the Third Ward, the central business district and in the Historic Mitchell Street area may affect parking meter availability and patronage at local businesses is the prudent first step in revising City parking policy; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works-Parking Fund is directed to conduct a study of how changes and innovations in weekend parking meter hours and rates in the Third Ward, the central business district and in the Historic Mitchell Street area may affect parking meter availability and patronage at local businesses; and, be it
Further Resolved, That the Department of Public Works-Parking Fund shall complete the study and report its findings and recommendations to the Common Council not later than August 1, 2015.
