Title

A substitute resolution directing the Commissioner of Public Works to expedite concrete panel replacement on local roads and maintenance in alleys prior to the end of the 2026 construction season.

 

Analysis

This resolution directs the Department of Public Works to hire contractors to expedite concrete panel repair on local roads and alley maintenance prior to the end of the 2026 construction season. The resolution also reallocates up to $300,000 in Department of Public Works street maintenance capital funding for this purpose and authorizes up to $800,000 in contingent borrowing for the same purpose.

 

Body

Whereas, The condition of City streets and alleys directly affects public safety, mobility, and the maintenance of City infrastructure; and

 

Whereas, Potholes can cause costly vehicle damage, create severe safety hazards for drivers and cyclists, and worsen traffic flow; and

 

Whereas, As of August 31, 2026, the City has received 23,075 pothole service requests this year, which greatly exceeds the average of 8,600 requests annually; and

 

Whereas, Of the pothole service requests received this year, just over 15,300 have been repaired and closed, leaving a gap of nearly 7,775 potholes that still need repair; and

 

Whereas, The volume of pothole service requests in 2026 indicates a need to expedite concrete panel replacement and address maintenance needs in City alleys; and

 

Whereas, Concrete panel replacement can reduce the cost of addressing potholes by providing a more permanent repair than traditional pothole filling techniques; and  

 

Whereas, The use of private contractors would provide additional capacity to perform concrete panel replacement and alley maintenance before the end of the 2026 construction season; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that up to $300,000 in Department of Public Works Street Maintenance capital funding is reallocated for the purpose of hiring contractors to perform expedited concrete panel replacement and alley maintenance in 2026; and, be it

 

Further Resolved, That up to $800,000 of Contingent Borrowing for the Local Street Paving capital account is authorized to be issued; and, be it

 

Further Resolved, That the debt may be issued as Notes pursuant to Resolution Number 251400 (including direct loan notes), and that such debt shall be a purpose of Contingent Borrowing Unallocated in Exhibit A of the resolution, including refunding of direct loan notes if the debt is temporarily issued as direct loan notes; and, be it

 

Further Resolved, That the direct loan notes may be issued by the Comptroller without approval of the Public Debt Commission; and, be it

 

Further Resolved, That $800,000 in additional funds are appropriated to the Local Street Paving capital account in the Department of Public Works - Infrastructure Services Division (0333-9990-R999-ST21126000A) for the purpose of hiring contractors to perform expedited concrete panel replacement and alley maintenance in 2026; and, be it

 

Further Resolved, That the Comptroller is authorized and directed to establish the necessary accounts and accounting procedures to carry out the intent of this resolution; and, be it

 

Further Resolved, That the Department of Public Works shall report to the Common Council on the implementation of this resolution and the use of the identified funds within 60 days of adoption.
