Title

Substitute resolution relating to the schedule and route of the Milwaukee Streetcar (HOP).

Analysis

This resolution directs the Department of Public Works to restore the 2 route service pattern for the Milwaukee Streetcar that was in place prior to the implementation of the Festivals Line.

Body

Whereas, The Milwaukee Streetcar began service on November 2, 2018; and

 

Whereas, Streetcar service to the Couture began on April 11, 2024; and

 

Whereas, From April 11, 2024 until June 20, 2024, the streetcar system operated 2 routes, the M Line and the L Line, with 15-20 minute scheduled headways; and

 

Whereas, There are numerous festivals and events on Milwaukee’s lakefront draw thousands of visitors and create congestion in Downtown Milwaukee and on the lakefront; and

 

Whereas, Henry Maier Festival Park, Veteran’s Park, Lakeshore State Park and the Milwaukee Art Museum, which host many of the lakefront festivals and events, are within walking distance of the streetcar stop at the Couture; and

 

Whereas, Common Council File Number 231990 adopted on May 21, 2024, directed the Department of Public Works to develop enhanced streetcar service from the Milwaukee Intermodal Station to the Couture during major festivals on Milwaukee’s lakefront; and

 

Whereas, On May 30, 2024, the Department of Public Works announced a new “Festivals Line” which combined the M Line and the L Line into a single route running June 20-22, June 27-29, and July 4-6 to coincide with the dates of Summerfest in 2024; and

 

Whereas, On June 17, 2024, it was announced that the Festivals Line would run daily until the end of Summerfest on July 6, 2024; and

 

Whereas, On July 9, 2024 it was announced that the Festivals Line would run through the end of summer; and

 

Whereas, The Festivals Line causes disruption for northbound passengers who are not attending a lakefront festival by creating a 10 minute delay for northbound vehicles; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Department of Public Works is directed to restore the 2 route service pattern that was in place prior to the implementation of the Festivals Line.
