Title
Substitute resolution relative to acceptance and funding of a Grant Agreement through the United States Department of Transportation’s Charging and Fueling Infrastructure program to develop a public electric vehicle charging network.
Analysis
This resolution authorizes the Environmental Collaboration Office (ECO) to accept up to $14.96M in funding from the United States Department of Transportation’s Charging and Fueling Infrastructure program to develop a public electric vehicle charging network. ECO’s grant application is based on the City’s adopted Climate and Equity Plan and a more detailed Preliminary Electric Vehicle Readiness Plan developed by ECO in 2023. The project will equitably expand access to EV charging by siting at least 40% of the chargers in disadvantaged neighborhood’s across Milwaukee and create good jobs that reduce the City’s greenhouse gas emissions. The project will install publicly accessible electric vehicle chargers at approximately 53 sites across the City of Milwaukee and neighboring communities through a public-private partnership (P3). The project includes a local cost share of $3,741,383 to be provided by a private-sector network provider selected through a competitive RFP process in exchange for all or part of the charging revenues generated by the stations. The project has two phases. In the first phase, the City will finalize the locations of the charging stations in conformance to federal criteria and further public engagement; complete preliminary engineering, and begin the process to procure the P3 partner. In phase 2, with subsequent Council approval of locations, construction will commence on the stations, with Milwaukee Public Library locations being the first priority.

Whereas, the City of Milwaukee adopted a Climate and Equity Plan in June 2023 with goals of reducing community-wide greenhouse gas emissions 45% by 2030 and achieving net-zero greenhouse gas emissions by 2050 while creating good-paying green jobs that pay at least $40,000 per year with a focus on recruiting workers of color into these green jobs; and
Whereas, “Electrify Transportation” is one of the Ten Big Ideas in the Climate and Equity Plan; and
Whereas, the major focus of the Electrify Transportation chapter is the build out of a public electric vehicle charging network to increase EV adoption rates; and
Whereas, the stated goal of the United States Department of Transportation’s Charging and Fueling Infrastructure program is to provide funding to strategically deploy publicly accessible electric vehicle charging infrastructure and other alternative fueling infrastructure. The program prioritizes low- and moderate-income neighborhoods with low ratios of private parking or high ratios of multiunit dwellings; and
Whereas, the City of Milwaukee’s Environmental Collaboration Office developed a Preliminary Electric Vehicle Readiness Plan in 2023 and applied for maximum funding from the US Department of Transportation; and
Whereas, the Preliminary Electric Vehicle Readiness Plan and associated grant application contains a list of preliminary locations, a Community Benefits Plan to support local workers, and a plan for a Public-Private Partnership wherein a private sector partner would be selected to Design, Build, Finance, Operate, and Maintain the system; and
Whereas, the private sector partner will be expected to provide the local cost share of $3,741,383 in exchange for all or a portion of the system revenues; and
Whereas, The City of Milwaukee’s Environmental Collaboration Office has been notified of selection for $14.96M in funding from the United States Department of Transportation’s Charging and Fueling Infrastructure program; and
Whereas, the estimated period of performance for this grant is six years from the effective date of the award at signature; and
Whereas, the grant award is divided into two phases, with the first phase being engineering, National Environmental Policy Act (NEPA) review, and final site selection and the second phase being construction; and
Whereas, criteria for site selection includes all federal requirements including but not limited to a minimum of four charging ports per location, sufficient power supplies, willing property owners to host sites, public accessibility, and NEPA compliance, and
Whereas, initial planning will assume approximately forty-seven sites will be located within City of Milwaukee city limits and six sites may be located in neighboring communities within Milwaukee County, including Milwaukee County parks or cultural sites; now therefore be it
Resolved, By the Common Council of the City of Milwaukee, that the Environmental Collaboration Office shall accept this funding without further approval, unless the terms change as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it
Further Resolved that the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2025 Special Revenue-Grant and Aid Projects the following amount for the project titled: Public EV Charging Project:

2. Create the necessary Grant and Aid Project/Grant and Project/Grant levels; budget against these Project/Grant values the amount required under the grant agreement;
3. Establish the necessary City Share Project Values; and, be it
Further Resolved, that the Department of Administration-Environmental Collaboration Office will select an eligible engineering firm from the Department of Public Work’s Master Service Contracts to support preliminary engineering, NEPA reviews, and public outreach; and be it
Further Resolved, that Milwaukee Public Library locations are prioritized for electric vehicle charging infrastructure under this grant; and
Further Resolved, further Council action is required prior to finalizing other sites for construction of EV charging infrastructure under this grant; and
Further Resolved, that these funds are budgeted for the Department of Administration- Environmental Collaboration Office which is authorized to expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date.
