Title
A substitute ordinance to further amend the 2024 rates of pay of offices and positions in the City Service.
Analysis
This substitute ordinance changes the rates of pay in the following departments:
Department of Administration (Office of African American Affairs, Office of Equity and Inclusion), City Attorney, City Treasurer, Comptroller, Department of City Development, Department of Emergency Communications, Fire Department, Health Department (Office of the Commissioner and Health Administration), Mayor, Municipal Court, Police Department, Department of Public Works (Operations Division - Fleet Services Section; Infrastructure Services Division - Bridges & Buildings Decision Unit)

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Part 1, Section 1 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Pay Range 1CX, delete the title of “Inventory Services Manager”.
Part 2. Part 1, Section 1 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2024 - April 28, 2024):
Under Pay Range 1IX, delete the title of “Director of African American Affairs”.
Under Pay Range 1PX, add footnote designation (2) to the title of “Emergency Communications Deputy Director” and add new footnote (2) to read:

Under Pay Range 1RX, add footnote designation (2) to the title of “Emergency Communications Director” and add new footnote (2) to read:

Part 3. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 5, 2024 - February 18, 2024):
Under Pay Range 2JN, delete footnote designation (13) from and add footnote designation (12) to the title of “Property Manager (13)”.
Part 4. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 6, 2024 - March 3, 2024):
Under Pay Range 2GX, delete the titles of “MKE Parks Program Coordinator” and “Racial Equity and Inclusion Coordinator (1)”.
Part 5. Part 1, Section 2 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 12, 2024 - May 26, 2024):
Under Pay Range 2FN, add the title of “Health Inventory Control Specialist (11)” and add new footnote (11) to read:

Part 8. Part 1, Section 8 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2023 - August 20, 2023):
Under Pay Range 8HN, amend footnote (1) to read:
(1) Employees who receive an emergency temporary appointment to this title during GIC operations shall receive the 1% snow and ice control operation assignment pay.
Under Pay Range 8IN, amend footnote (2) to read:
(2) Employees who receive an emergency temporary appointment to this title during GIC operations shall receive the 1% snow and ice control operation assignment pay.
Part 9. Part 1, Section 11 of ordinance File Number 230639 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 10, 2024 - April 28, 2024):
Under Pay Range EOE, amend footnote (8) to read the following:
(8) These rates shall increase annually in each year a uniform percentage salary increase is provided to general city employees, to match the percentage provided to general city employees up to 3%, and to take effect in the same pay period as provided to general city employees.
Part 10. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 11. The provisions of Parts 1 and 8 of this ordinance are deemed to be in force and effect from and after Pay Period 18, 2023 (August 20, 2023).
Part 12. The provisions of Part 6 of this ordinance are deemed to be in force and effect from and after Pay Period 2, 2024 (January 7, 2024).
Part 13. The provisions of Part 3 of this ordinance are deemed to be in force and effect from and after Pay Period 5, 2024 (February 18, 2024).
Part 14. The provisions of Part 4 of this ordinance are deemed to be in force and effect from and after Pay Period 6, 2024 (March 3, 2024).
Part 15. The provisions of Parts 2 and 9 of this ordinance are deemed to be in force and effect from and after Pay Period 10, 2024 (April 28, 2024).
Part 16. The provisions of Parts 5 and 7 of this ordinance are deemed to be in force and effect from and after Pay Period 12, 2024 (May 26, 2024).
The provisions of this ordinance are deemed to be in force and effect from and after its passage and publication.
Part 17. This ordinance will take effect and be in force from and after its passage and publication.
