Title
Resolution authorizing the installation of a pedestrian hybrid beacon at the intersection of East Seeboth Street, South Water Street, and South 1st Street in the 12th Aldermanic District.
Analysis
This resolution authorizes the Commissioner of Public Works to install a pedestrian hybrid beacon at the intersection of East Seeboth Street, South Water Street, and South 1st Street with funding from the Department of Public Works capital fund at an estimated cost of $40,000.
Body
Whereas, Residential and commercial development has increased pedestrian demand to cross South 1st Street at East Seeboth Street-South Water Street; and
Whereas, Prior changes to increase pedestrian safety have been implemented at the intersection of South 1st Street at East Seeboth Street-South Water Street and have been inadequate to accommodate current demand; and
Whereas, Pedestrian hybrid beacons (also known as HAWK beacons) provide dedicated "Walk" phases for pedestrians to cross major streets and have been demonstrated to improve pedestrian safety at mid-block crosswalks and low volume side street intersections; and
Whereas, Pedestrian hybrid beacons are currently operating at three other locations in the City of Milwaukee; and
Whereas, The installation of a pedestrian hybrid beacon at the intersection of South 1st Street at East Seeboth Street-South Water Street will provide for a better exchange of right-of-way to accommodate the crossing of pedestrians at the intersection; and
Whereas, The estimated cost of the installation of the pedestrian hybrid beacon is $40,000, and is included in the Department of Public Works traffic signal capital fund approved under Common Council File Number 141200; and
Whereas, The installation of a pedestrian hybrid beacon at South 1st Street at East Seeboth Street-South Water Street is scheduled for spring/summer 2015; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee that the Commissioner of Public Works is authorized to install a pedestrian hybrid beacons at the intersection of South 1st Street at East Seeboth Street-South Water Street using funding from the Department of Public Works capital fund.
