Title
Substitute resolution relative to application, acceptance and funding of the Environmental Capacity Grant.
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Environmental Capacity Grant from the Centers for Disease Control through the State of Wisconsin Division of Health and Family Services in the amount of $40,000. The purpose of the project is to improve and advance environmental health capacity through local public health involvement in surveillance, data collection and development of outcome measurements associated with environmentally related disease.

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State of Wisconsin Division of Health and Family Services to improve and advance environmental health capacity through local public health involvement in surveillance, data collection and development of outcome measurements associated with environmentally related disease; and
Whereas, The operation of this grant project from 09/03/01 to 09/29/02 would cost $40,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin Division of Health and Family Services is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council File 940843 (Grant Ordinance); and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant parent account of the 2002 Revenue-Grant and Aid Projects, the following amounts for the project titled Environmental Capacity Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project Level Values; budget to these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Enter into subcontracts and leases as detailed in the grant budget;
3. Expend from the 2002 grant budget funds for specific items of equipment.
