Title

Resolution authorizing the acceptance and expenditure of a grant from The Recycling Partnership and the Can Manufacturers Institute’s Aluminum Beverage Can Capture Recycling Grant Program to implement a capital improvement project for the City of Milwaukee Waukesha County Joint Materials Recovery Facility (MRF).

 

Analysis

This resolution authorizes the Department of Public Works to accept and expend a cash grant from the Aluminum Beverage Can Capture Recycling Grant Program in the amount of $65,000 with a city share of $0 and a grantor share of $65,000. The purpose of the grant is to support additional recovery at the Joint MRF.

 

Body

Whereas, The Intergovernmental Cooperation Agreement (IGA) established by Resolution 131795 between the City of Milwaukee and Waukesha County created a regional recycling agreement for the processing and marketing of recyclables; and

 

Whereas, The City of Milwaukee and Waukesha County Joint MRF appears to be eligible for grant funds from the Aluminum Beverage Can Capture Recycling Grant Program to install additional sorting equipment to recover more aluminum cans; and

 

Whereas, The installation of additional separating equipment to recover crushed or flattened aluminum cans is estimated to result in an additional 408 tons captured annually; and

 

Whereas, The capture of an additional 408 tons of aluminum cans per year is estimated to save over $18,000 in facility landfill disposal fees and generate over $388,100 in new commodity revenue annually, a portion of which is shared with the City based on its respective tons; and

 

Whereas, The acceptance of grant funds will lower the project’s return on investment period to under nine months; and

 

Whereas, The implementation of this grant project from 8/1/2021 to 8/1/2026 would cost approximately $349,806 of which, $142,403 (41%) would be provided by the city, $142,403 (41%) would be provided by Waukesha County, and $65,000 (18%) would be provided by the grantor; and

 

Resolved, By the Common Council of the City of Milwaukee that the Department of Public Works shall accept this grant with terms substantially similar to the draft contract attached without further approval unless the terms of the grant change as indicated in Section 304-81, of the Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That the City Comptroller is authorized to:

 

1.  Commit funds within the Project/Grant Parent of the 2021 Special Revenue - Grant and Aid Projects the following amounts for the program/project titled The Recycling Partnership Feasibility Study:

Further Resolved, That these funds are budgeted for the Department of Public Works-Operations Division, which is authorized to:

 

1.  Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;

 

2.  Enter into subcontracts as detailed in the grant budget.
