Title
Substitute resolution amending the City of Milwaukee's State Legislative Package relating to short-term rentals.
Analysis
This resolution amends the City of Milwaukee’s State Legislative Package to urge the state legislature to create the following requirements for short-term rentals operating within the city of Milwaukee:
1. Require that issues arising at specific short-term rental locations that involve the Milwaukee Police Department or the Department of Neighborhood Services, are listed on any platforms used by that property.
2. Require that all short-term rentals be owned or managed by Milwaukee residents.
3. Require owner and management contact information to be accessible and prominently displayed inside all short-term rental locations.
4. Require notification to be sent to all neighbors within 250 feet of a property if the property is listed as a short-term rental.
5. Require notification to be sent to all neighbors within 250 feet of a property if the short term rental location applies for a liquor license.
6. Require that all short-term rental platforms hosting properties in Milwaukee make their property registries public facing and user friendly.
Body
Whereas, Platform-based short-term rentals are a relatively new development in the residential housing market that remain ambiguously regulated; and
Whereas, Short-term rentals do not provide the kind of owner and consumer protections associated with traditional tourist housing accommodations like hotels; and
Whereas, Short-term rentals can have an adverse effect on neighborhood cohesion and housing costs by reducing the amount of available housing available to permanent residents; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that Common Council File Number 241415, adopted January 21, 2025, is amended by inserting the following item into the document attached to the file titled “2025-26 State Legislative Package”:
