Minutes note: Ald. Moore is the sponsor and voiced support for the program and highlighted its benefits to city departments. Jane Islo (Milwaukee Water Works) and Alexander Foundos (City Attorney’s Office), along with Kari Smith (Department of City Development), explained that the Panther Edge Internship Program is a rebranded, updated version of a prior internship arrangement known as CLIP (Community Learning Internship Program). The program provides UWM students with internship opportunities at various city departments. Milwaukee Water Works emphasized the program’s role in creating a pipeline for talent: one recent intern was hired full-time as a water chemist after successfully completing an internship. To continue the program, the University required the city to sign a new participation agreement covering all departments instead of one off contracts. The City Attorney’s Office and DCD coordinated with UWM to ensure the new contract protected city interests while supporting widespread department access.

Analysis
This resolution authorizes the City of Milwaukee Department of Public Works - Milwaukee Water Works to execute the necessary documents to provide paid internships to students in the Internship Program. This resolution further approves the Agreement for use by other City departments.
Body
Whereas, UWM established the Internship Program to place students in internships at nonprofits, government agencies, schools and business in the Milwaukee metropolitan area; and

Whereas, The Internship Program referenced herein is administered by UWM and open to only UWM students, and therefore it is not appropriate to utilize the posting requirements stated in CCFN 251413; and

Whereas, MWW intends to participate in the Internship Program to provide students with internships that offer real work job experience; and

Whereas, MWW has identified internship opportunities that align with the Internship Programs goals; and

Whereas, UWM will pay participating students selected by the City for an internship opportunity $15.50 per hour for up to 130 hours of internship activities each semester; and

Whereas, the proposed Agreement covers the 2026-27 and 2027-28 academic years and is scheduled to expire on June 1, 2028; and

Whereas, in the event other City departments desire to participate in the Internship Program, it is of benefit to the City that those departments utilize the form of the proposed Agreement as it has been reviewed and approved by the City Attorney’s Office; now, therefore, be it
