   2. Review and approval of the minutes of May 5th and May 12th (meeting of June 9th didn't have a quorum).

Minutes note: Mr. Royal moved, seconded by Mr. Jansen, to approve both minutes. There were no objections (with Ms. Rivera and Mr. Delargarza abstaining as they were not present).

   3. Update from the committees and add/remove members if needed.

Minutes note: Mr. Jansen said the Council approved the creation of a survey relating to the public's feelings toward the police and the body is working on creating an RFP for bids. It was decided to push back the deadline for the survey to run from January-September and release the survey the end of September so it coincides with the Crime and Justice Institute's report. It is anticipated all 3 competing bids will have a public hearing. The first draft will be sent to the city's Procurement Office and it is anticipated the RFP will be available to the public the first week of October. There will be a November deadline for the bids with a decision made by the end of December of who will be doing the survey. A citizen expressed concern that no-one would even be bidding on an RFP. Mr. Leon Todd would encourage members to look at prior surveys to not duplicate services and maybe have consistent questions across the years. Mr. Royal said the Policy Committee conducted two information meetings with local Council members relating to police reform would look like. He noted that the turnout has been poor up to this point at this time and he asked members to be pro-active in recruiting members of the public to participate. Media releases should also be done about this. Mr. Royal said the Policy Committee is also working on revising the MPD use of force policy.

   4. Budget (balance of about $44,500) - proposed expenses, current RFP and proposed RPF, Carlton Mayers oversight.

Minutes note: The chair has a meeting set up this evening with Carlton Mayers about Mr. Mayers's concerns and he'll relay the results of this meeting back at the next meeting. Mr. Royal noted that Mr. Mayers is moderating the information-gathering sessions so that is a cost of 4 hours, as well as his travel expenses. Mr. Royal is going to forward these budget expenses so they can be included in the 2023 budget, as well as the survey expenses. Mr. Royal thinks a booklet will be printed as well as a final report out to the public at the end of these 15 public sessions. Mr. Jansen always thought additional funds would be needed for the survey. Marcey Patterson, MPD, did ask Carlton Mayers to facilitate the sessions, so the question is who is paying him?
