   2. Review and approval of the minutes of the April 7th meeting.

Minutes note: Mr. Moore moved, seconded by Ms. Mays, for approval of the minutes. There were no objections.

   3. Update from the committees and add/remove members.

Minutes note: Mr. Royal said the Policy Committee was scheduled to start the information gathering sessions on the citywide safety plan, but it's going to be pushed back again as the person they wished to hired doesn't meet the city requirements for a graphic recorder. Mr. Steve Jansen said the survey committee had some discussion regarding the community survey resolution and said for a quality survey the cost would be close to the total amount for the CCC ($50,000) and additional funding might be needed. No specific price tag should be noted on the RFP, but just have a general cost in mind and see what respondents can offer. Mr. Baack wanted to include questions on the survey relative to gender identity and sexual orientation, which currently aren't on there. Mr. Jansen noted that the survey questions are still up for review and addition. The e-mail from the other individual doing surveys will be put on the next agenda.

   4. Discussion and possible vote on issuing an RFP to hire a consultant for a community survey.

Minutes note: Mr. Jansen said that the resolution is to ask the city in assisting the CCC with a community survey. The list of questions can still be added to, but a preliminary draft of the survey is pretty detailed. If passed, the next step is to work with the city on advertising and outreach for the RFP to administer the survey, along with the CCC. Mr. Jansen envisions RFP proposal meetings with different individuals and how the survey would be administered. The Commission would be working along with experts who have been vetted to do the survey. It was hoped by the end of the year to have some unique data. The vote is to move forward on the RFP, not the survey questions themselves. Mr. Royal moved to approve the RFP process with the modified end date of January 2023, seconded by Eric Moore. The amended version was seconded by Tim Baack. There were no objections.

   5. Finalize details of the May 12th town hall meeting and confirm attendance of presenters and members.

Minutes note: Safe and Sound is doing a community survey on police relations of each district and those results may be of interest to the CCC. The Staff Assistant will also e-mail the link and agenda to CCC members of the town hall meeting. MPD would like the public part of the meeting to have the most time. Citizen contact cards are being utilized. All complaints are required to be followed-up on. Can a timer show up on the screen for the town hall meeting? Mr. Baack asked about the other surveys being done already. Ms. Scott can provide the survey results so far for the CCC. Barbara Cooley said the FPC is doing a survey on citizen attitudes about the police, which is done annually. She has not heard about the other survey. The FPC Police Satisfaction Survey (2019) is on the web site -- more recent versions are being vetted. Ms. Theresa Scott noted that this is her last meeting as she is moving to another organization. Mr. Jamaal Smith is also leaving this body after this meeting as he is moving to North Carolina. Fred Royal will chair the Policy and Research Committee. Meeting adjourned: 2:15 P.M. Linda M.
