   4. Discussion, review, or updates on Granville Development District RFPs, listings, projects, programs, initiatives, events, grants, plans, activities, or other aspects.

Minutes note: a. 8320 W. Beatrice Ct. (Exotic Blends Cigar Lounge) Appearing: Lynette Patterson, Exotic Blends Cigar Lounge Ms. Patterson gave an update. They were still working on opening the lounge. Demolition was completed. A security gate was put up to prevent illegal dumping there. They were working to apply and acquire the necessary licensing and permits, such as liquor/alcohol and tobacco. b. Street conditions (Dept. of Public Works) Appearing: Chad Chrisbaum, Dept. of Public Works Mary Dziewiontkowski, Dept. of Public Works Members said that there were concerns with the conditions of City streets and intersections including those on the northwest side and particularly Bradley Rd., 107th St. and Good Hope Rd., and 107th St. and Brown Deer Rd.; that many streets had potholes and were worn out despite being repaved not too long ago; and that better long-term repair of streets were needed. Ms. Dziewiontkowski said that asphalt paving was only 2 inches thick and would wear out, Good Hope Rd. was maintained by the County, and the 107th St. intersections were very busy ones. Mr. Chrisbaum said that there was not enough City tax levy dollars to completely redo streets, they would apply for federal grant dollars to redo streets, the 107th St. intersections were on their lists of streets to redo, the streets mentioned and overall City streets were not in good condition, members can contact them directly to mention any streets that they wanted DPW to address, they would try to address street conditions as best as they can given their resources, the 107th St. intersections have much truck traffic, truck traffic impact pavements the most, there were some street projects for next year near but outside of the Granville District, federal grant dollars can not be used for residential streets, residential street projects would require City dollars only, DPW can only address about 25 miles of streets per year, the City has over 1,400 street miles, DPW would try to be equitable in their street repair and improvement projects, much of the City street overall poor conditions were attributable to the lack of upkeep in the past, some areas that have TID funding can access those funds for street improvements within those areas, and Hellermann Tyton within the Granville District has TID money that can use to resurface streets in a half mile radius. Members said that they appreciated DPW's efforts, would contact them further with concerns on particular streets, and that bad street conditions would be a detriment to business development. c. Neighborhood conditions or concerns Members said that they were concerned with Bellagio Soul Food at 8665 W. Brown Deer Rd. deviating from their approved business operation plan by the committee of being a restaurant only, that they were renting out spaces for events and holding adult entertainment (like strippers) based on their promotions, that they had advertising signs outside of their property that may not be legal or properly permitted, and that the committee may generate letters of concern and forward them to the Mayor's Office and/or the Common Council President's Office during the interim due to the vacancy in the local aldermanic district. Mr. Lee said that he would help check on the history of Bellagio Soul Food coming before the committee and with other departments on the licensing there. d. Other Appearing: Tom Bertrand, Milwaukee County Transit System Mr. Bertrand said that there would be two route modifications within the Granville District taking effect December 4th. For Route 76 (76 Street) buses on the northern end will no longer travel via Brown Deer Road, Servite Drive, and the roadway around the former Northridge mall (see map below). The routing will instead be straightened out to remain on 76 Street from Brown Deer Road toGlenbrook Road. This change will provide faster service for residents traveling to the NorthridgeLakes complex and makes the route easier understand. This change will also benefit passengers who use mobility devices by making it possible to use ADA compliant bus stops at 76 & Brown Deer. The existing bus stop at Servite & Brown Deer is non-compliant. In addition, MCTS will improve the reliability of service to Greendale by increasing the amount of time in the schedule (see map below). The frequency of service will also be improved on weekdays (buses will arrive every 30 min. instead of 45 minutes). These changes will be incorporated in the Umo app. For Route 88 (Brown Deer Road) bus service along Brown Deer between 76th St. and 85th St. will be eliminated. Buses will instead travel via Brown Deer, Glenbrook Road, Burbank Road, Fairy Chasm, and 85th Street back to Brown Deer in both directions. This routing will provide service to more people, including senior citizens and persons with disabilities, living along Glenbrook Road.

Minutes note: Linda McFarren inquired about the election to fill the vacant 9th aldermanic seat, on submitting photos to the committee regarding garbage and debris at Brown Deer Rd. and 76th St. to look at, and the status of the Northridge Mall site. Members replied that the aldermanic election would not occur until the April spring election next year, that photos and concerns can be sent to the committee via clerk staff Mr. Lee, and the Northridge Mall site was still pending litigation and appeal from their knowledge.
