Minutes note: The Pledge of Allegiance was said followed by silent meditation. The City's Clerk said that nominations for the Office of the Council President are in order and that do not require a second. Ald. Zamarripa nominated Ald. Jose G. Perez for Common Council President. The City clerk's asked if there were any further nominations and called for a second and third (and final) time as it was required by law. No other nominations were made and nominations were officially closed. The roll was called in the matter of the election of the Common Council President. Ald. Jose G. Perez was elected Common Council President by following vote: Hamilton Kovac Bauman Dodd Coggs Zamarripa Lewis Murphy Borkowski Perez Spiker Dimitrijevic Stamper The question was put: Are there any corrections to the Common Council Journal of Proceedings for the regular meeting of March 22, 2022. The question was put: Are any of the following or their counsels present and, if so, do they wish to address the Common Council: Humphrey F. Nangah. Atty. Scott Connors, legal counsel to Humphrey F. Nangah, indicated his presence to address the Common Council. Ald. Coggs moved that the Common Council resolve itself into a Committee of the Whole for the purposes of hearing oral arguments on behalf of the complainant or the licenses in opposition to the report and recommendation and then a statement by the City Attorney. There were no objections. Appearing to address the Common Council: Atty. Scott Connors, legal counsel to Humphrey F. Nangah. John McNally, City Attorney's Office Atty. Connors said that he submitted the objection and that he hopes that everyone have had a chance to read it and said that it is difficult to find employees at this moment and that the business has suffered a lot because of the pandemic during the last two years. Added that his client is involved with the community and that no community or neighbor appeared at the hearing nor the Police Department and that his client took action by letting go the employee cited on the police report. He said that he would like to request a warning letter instead because this business won't be able to survive with the recommended suspension. Ald. Coggs moved that the committee now rises. There were no objections. The question was put: Are there any motions relative to this matter? Hearing no other motions made, a vote of those Council members present to approve the recommendations of the Licenses Committee as contained in File Number 211760 was called.
