     3. Review and approval of meeting minutes of September 11, 2020 and October 9, 2020.

Minutes note: Mr. Winston moved, seconded by Ms. Flores, to approve the September 11, 2020 minutes. There were no objections. The October 9, 2020 will be review further by members and approve at the next meeting. Mr. Winston asked for meeting to be recorded and made available. Staff responded that these meeting are all available through the Legislative Research Center under the file containing all documentation pertaining to the activities of this committee.

     4. Discussion relating to the public hearings.

Minutes note: Ms. Flores suggested to add two more additional community hearings. there were no objections. There was a lengthy discussion regarding the media outlets to use in order to notify the community and include their input and participation. Members were urged to send agenda items directly to the staff of the committee to avoid infringing upon any open meetings law. It was said that members are to urged to use their community contacts to collaborate in reaching out to the community. Council members urged committee members to use share with the community all kinds of resources available to the displaced. Members were told to inform staff of any specific individuals or agencies that need to be invited to committee meetings to discuss any specific topic of interest. It was requested that CADAC be notify when any new business are introduced regarding gentrification and displacement. Staff Assistant will contact LRB for this notice to be share with members.

     5. Discussion relating to resources and support for displaced population.

Minutes note: It was asked if the committee could include population outside of Milwaukee. Council members said that all committee meetings are open to the general public, however, advisory committee should focused on the three aldermanic district represented for which this advisory committee was created for; 6th, 12th and 15th. Department of City Development said that in working with the Anti-Displacement Fund, they have had great collaboration with trusted partners, local advocacy groups that, have helped disseminating and gathering information. Also, they said that the department is working on updating the annual anti displacement indicators that, would help the committee in preparing for the future public hearings or listening sessions. Council members said that assuming these public hearing will happened prior to Budget,it would be in the best interest of the advisory committee to express their requests for either action or monetary ask to council members. Council members have the ability to advocate to amend or add budget items to have financial implication. It is a good time to submit suggestions or recommendations to council since the gentrification plan is due for renewal. Although in past meetings committee members agree to meet the third Friday of every other month, the majority of members agreed to meet on a monthly basis until the logistics of the public hearings are set. It was also asked regarding inviting members of the Assessor's and other City Departments that are part of the assessment and tax process. It was said that this body can always invite those departments that they see fit to learn about these processes. Council member asked that LRB send advisory committee members any new business introduced by Common Council relating to anti displacement and gentrification. members were also reminded that the Legislative Reference Bureau is available for their research needs. some topics for future meeting were offered: -- Update from DCD related to gentrification and anti displacement. -- Presentation by the Assessor's office regarding their processes.
