Chair Morris said that the subcommittee had questions with respect to artist involvement, project budget, and city matching funds.
Ms. Wolfe presented. The murals would address the way finding problem and improve the area between Capitol Drive, Fratney Street, and Burleigh Avenue. The total budget is $42,000. Street asphalt art would be included. True Skool has done work on the Beerline Trail. The lead artist will show his/her work and display on the trail. Underserved and youths of color will be joining the project and will have the opportunity to develop skills and experience. Installation would be done by the lead artist and youth artists. The timeline is for July to October. Community involvement would be through virtual webinars.
West Side Arts

Mr. Pochtarev, Hennessy, and Ahmed presented. The New State venue at North 26th Street and State Street will install murals on its front facade and garage-side facade adjacent to a pocket park. The venue will serve all ages as a contemporary music and performance venue with a studio, classrooms, performance spaces, 1500-person capacity theater, coffee shop, and consignment store with an adjacent pocket park. Freespace engages youths. West Side Arts Unlimited is the nonprofit. The venue project will be phased according to fundraising. The east side garage facade will have a long-term large 10 feet by 40 feet large mural, and the front facade will have a short-term smaller signage mural to identify the venue. The new venue and murals will complement and positively impact the community.
Chair Morris said that the murals seem to capture the mission of the venue visually and that the subcommittee had questions regarding artist selection, artist costs, youth engagement, historic tax credits, historic designation status, and artist knowledge of the murals being removed.
Mr. Pochtarev, Hennessy, and Ahmed replied. Two artists are being considered. One is a teacher with students, and the students will be paid. The second is an artist who works with a community of artists and interns. Artist costs will be $13,000 for labor and $300 plus $18,400 total for materials and labor. The theater building is historic, and historic tax credits will be needed. The bar building where the murals will be installed is not historic. They are not aware of any permitting requirements but will look into it, especially concerning sign requirements. The facade on the theater is temporary. The artists involved are aware of adjustments that will be made to the murals and the venue throughout its phasing. The murals will bring visual appeal and attraction to the neighborhood. The new facility will bring a much needed music and performance space to the community.
Mary Louise Schumacher "This is Milwaukee" project

Chair Morris said that the subcommittee had questions about the project evolving due to the COVID-19 situation and were concerned about the printed pieces.
Ms. Schumacher and Mr. Miyazaki presented. Interviews have been done. They have worked on the project for more than year. There are public gathering issues. The project has expanded. Changes are being done to distribution of the publication, to social media, and website. Interviews will be released for the presidential election. Virtual gatherings will be allowed every other week. Gatherings thus far have seen between 40 to 70 participants. Participation has been diverse. The City Hall exhibit has been cancelled. There will be three refurbished boxes. Focus is now more on the printed piece rather than the virtual piece. They have considered the concern about the printed pieces and spread of the virus. The publication will be given to partnering institutions who will then control and distribute the publication accordingly to their students based on their own schedules.
America Pastime project

Chair Morris said this project is for civic engagement, is a rework of the original one, and that a different fiscal receiver is needed.
Mr. Druecke presented. His project has changed to collecting trash during his walks and encounters, changing the response and reaction to trash, making the trash collections into a digital photo piece, and auctioning the digital photos with a certificate of authenticity. $5,000 is for the artist fee.
Ms. Witte said that there were $25,000 in capital funds, $10,000 for conservation, and that $7,500 had been used.
Chair Morris said that the subcommittee will need another meeting to deliberate on these projects further.
