     4. Presentation from the Wisconsin Policy Forum on their report “Wrong Way: Black Auto Deaths up in Wisconsin"

Minutes note: Appearing: Mr. Mark Sommerhauser - Wisconsin Policy Forum (WPF) Mr. Sommerhauser said that this group is an independent, nonpartisan Wisconsin Policy Forum is a nonprofit supported by businesses, local governments, institutions, other nonprofit, and individuals. They help us make our research available to all and ensure we serve as a true statewide forum.” The report said that in the recent years brought a sharp increase in deaths of black Wisconsinite in motor vehicle crashes. Long-term trends saw the rate of such deaths overtake those of white and Hispanic Wisconsinite and all black Americans. The Wisconsin Policy Forum does not presume to know all the answers. They do not suggest this is only about reckless driving; other possible contributors to this trend include: Sharp decline in public transit ridership in Milwaukee in the last decade, relative to the rest of the country. Past lack of access to free drivers education in public schools. Greater recent change in unemployment among black residents, causing a greater change in miles driven. Final analysis: the Wisconsin Policy Forum looked at auto fatality numbers in Wisconsin that it shows how the problem has escalated and reveals its disproportionate impact on the states African-American residents. Ald. Murphy asked if the Policy Forum was able to look at accidents occuring in Milwaukee as relates to geographical in addition to both, the individual who caused the injury and those who were injured. The Wisconsin Policy Forum focused on victims fatalities, therefore their data source was the Center for Disease Control Mortality database and US Highway Traffic Safety Administration database. which only allows either City or State level access. Mr. Amsden said that State of Wisconsin provides crash data to the Department of Public Works on an annual basis; recently DPW looked at pedestrian crashes trhough a pedestrian plan. Ald. Murphy made a request to the Milwaukee Police Department and Department of Public Works to share the data when available in effort to allocate resources. Mr. Moore asked if what was happening with WI driver's license revocation and suspensions during that time and when did it become mandatory to have auto mobile insurance in the state of wisconsin. Ms. Yunk Todd said it this requirement become mandatory in June 1, 2010. Milwaukee Police Department pursuit policy became effective on 2010, adjusted in 2015 and again in September 2017. Ald.      5. Communication from Ald. Perez relative to the impact of reckless driving on Milwaukee youth.

Minutes note: Appearing: Ald. Perez - Lincoln Elementary School letters submitted to the file. Wisconsin Bike Federation - Carissa Givens Ald. Perez thanked the 16th Street Community Health Center, Southside Organizing Committee, Wisconsin Bike Federation, leadership of Lincoln Elementary School, and DPW who worked with the students to plan the Safe Route to School Project. A grant was awarded for $75,000 to help improve the infrastructure and traffic safety near the school; this is in addition to all other measures already taken. Ald. Perez submitted Lincoln Elementary School students' letter including their suggestions for the improvement to their safety. Ms. Givens attended a National Safe School Conference that inspired her in incorporating children's voices in the design process; Ms. Given would like to start a Children Design Friendly Initiative to include their input in creating their safety school environment.

     6. Update on Complete Streets committee meeting by Mike Amsden.

Minutes note: Appearing: Jeff Polenske - DPW Commissioner Mike Amsden - DPW Mr. Polenske appeared as the Chair of the Complete Streets Committee; the Complete Streets Policy will fold into much of the task force discussion has had. It is a combination of the engineering, enforcement, and education pieces. The committee is taking steps towards becoming more engaged across departmental lines, to find ways for departments to compliment one another in accomplishing some of the Complete Street elements. One of the mayor next steps item, is to establish processed guidelines. As a City and a department work through the project development and operational process to better incorporate Complete Streets Policy elements. Mr. Amsden said that the Complete Street Committee composed by various department heads along with the Milwaukee Police Department; a DRAFT annual report around complete Streets will be release in the near future. report will be centered along the health and equity lines.

     7. Overview of draft task force recommendations by Tea Norfolk.

Minutes note: Appearing: Tea Norfolk - LRB Ald. Murphy said that there were 250 community members who participated among the two community listening sessions held. Preliminary recommendations were discussed and separate motion for each group of recommendations were moved and voted on. Motion by Mr. Moore, seconded by ADA Hammond to approve the recommendations of the Prevention and Education Subcommittee, with changes discussed. Motion by Ald. Lewis, seconded by Ms. Yunk Todd to approve the recommendations of the Engineering Solutions Subcommittee, reflecting changes discussed. Motion by Ms. Himle, seconded by Mr. Vornholt to approve the recommendations of the Accountability and Enforcement Subcommittee.

     8. Approval of Task Force Final Recommendations.

Minutes note: Ald. Murphy said that Ald. Perez and Stamper submitted a letter asking to include as part of the task force recommendations a request of the state legislature to permit the immediate impounding and towing of vehicles driven by reckless drivers – particularly those who attempt to elude law enforcement. In the hands of those who prove themselves too irresponsible to operate them properly, vehicles have proven every bit as dangerous as firearms. There is no circumstance under which an offender caught committing a violent act with a firearm would be allowed to keep it after his or her arrest. We see this as a similar situation. It is understood that this is a complicated matter, involving our presumption of innocence, property rights, and many other issues. We are confident, however, of your ability to craft this recommendation in such a way that it would receive the broadest possible support, not only from the Milwaukee Common Council, but also the legislature and the governor.
