| | 2. | | Communication from the Department of City Development and the City Attorney's Office relating to creating contractual deadlines and for obtaining owner occupancy and penalties for failure to do so.
Minutes note: Assistant City Attorney Gregg Hagopian said he met with Ald. Bauman and the Dept. of City Development and said the city puts a lot of money into the Housing Infrastructure Preservation fund and does screen buyers to be owner occupants. There will now be a liquidated damage minimum fine of $50,000, 5-year minimum owner occupancy requirement and also the liquidated damage clause will be recorded as a mortgage against the property. There will also be a clause that the city has the right to enter the property with 10 days' notice and additional documents showing that property as being the owner's home and also an affidavit that the person is occupying the property and listing all other occupants. These documents have been used for one pending offer. Mr. Yves LaPierre said there have been at least two properties in Aldermanic District 4 which were not owner-occupied despite that being a stipulation to the sale. | | | |

Minutes note: Mr. Yves LaPierre said that all the projects for 2019 have been completed. To date, 41 properties have been sold and 15 properties are being marketed. There is $233,000 to work with in 2020. There are no houses on the horizon for this program. Ald. Bauman said that 2908 W. McKinley might be a house in the program. Mr. LaPierre said that the porch needs at least $50,000 worth of work, but the rest of the house is in decent condition. | | | |

Minutes note: Ms. Rhonda Szallai said they closed on one lease-to-own house this month and have another scheduled for early December. They are working with 6 tenant occupants and two with ACTS housing. They haven't been getting a lot of interest from renters and those that responded have huge financial hurdles to overcome. | | | |

Minutes note: Mr. Larry Kilmer said that year-to-date they attended approximately 50 neighborhood events and approved 69 loans for $1.1 million and have 57 applications in process. His report is in file 181452. The RICH program data is also now available in that same report. For the Strong Homes Loan funds, they do have carryover funds, but can also go to Associated Bank if more funds are needed. The sale proceeds funded part of the 2019 funding. | | | |

Minutes note: Mr. Tom Mischefske said compliance loan, in 2019, approved 51 loans totalling $710,000 and 45 of the 51 loans have been completed. Eight hundred thousand dollars was allocated in 2020 and there are 28 pending projects for 2020 and the program is on track and moving forward into 2020. | | | |

Minutes note: Mike Howden - 4277 W. Highland Blvd. - the housing committee for the Washington Park committee just completed a housing survey. There are a number of city-owned properties, 9 out of 29, that have raze orders on them. They will be sending out a letter in the spring to homeowners letting them know what city services are available for homeowners and Ms. Priolettta said that city staff can attend any meeting. | | | |
