     3. Appearance by Melissa Chiu from the Pediatric Resident.

Minutes note: Ms. Chiu works as a pediatric in Children's Hospital. Children's Hospital is working on developing a QR spanshot code for adolescent sexual health. Currently the hospital is handing out cards to all teenagers attending hospitals and health clinics in the community. Ms. Chiu asked for council's help in finding better ways to developed the concept or a better way to disceminate the resources available to the youth. The QR snapshot will link the user to information such as types of birth control and resources available for STI testing, treatment or birth control.

     4. Discussion relating to Community Development Block Grant Reprogramming Process.

Minutes note: Mr. Owczarski presented the process of making allocation with reprogramming funds. Ms. Deanna Wilburn from Office of Community Development Grants Administration, introduced Ms. Mayra Alaniz, new Grant Monitor that would be working with youth council. Council created the following areas for consideration for RFP: Racial Trauma, Organizing, Healthy Lifestyles, Literacy, Community Service and Harrassment. Council will make their selection at the May 8, 2019 youth council meeting.

Minutes note: Ms. Catherine Carroll, a sophomore at Rufus King High School is a climate activist and communication chair for the Action for Climate Education fellowship in Milwaukee. A group of students along Ms. Carroll asked Council to pass a resolution supporting the Green New Deal. The Federal Green New Deal legislation would create a “detailed national, industrial, economic mobilization plan for the transition of the United States economy to become greenhouse gas emissions neutral and to significantly draw down greenhouse gases from the atmosphere and oceans and to promote economic and environmental justice and equality.” The Green New Deal would do three key things: Eliminate greenhouse gas emissions by 2030 Invest in communities on the front lines of poverty and pollution Guarantee a good job to anyone who wants to help make this happen The Green New Deal is THE REAL DEAL! According to Vox columnist David Roberts, the proposal represents “the first time in US history that a Democrat has proposed a plan for addressing climate change that actually scales to the problem.” A resolution to form a Select Committee for a Green New Deal was proposed by Alexandria Ocasio-Cortez on November 13, 2018. Then, thousands of young people mobilized across the nation to get 45 U.S. Representatives to endorse the resolution in just six weeks. Despite the widespread support, U.S. House Majority Leader Nancy Pelosi established a “Select Committee on the Climate Crisis” that doesn’t have an explicit mandate to create a GND, doesn’t mention economic and racial justice or a just transition, and doesn’t bar members from taking Fossil Fuel money. The goup would greatly appreciate the support of the Milwaukee Youth Council in getting the resolution introduced. Youth Council will be wrting a resolution in support to the Green New Deal.
