   3. Report from Rachael Cozad of The Madison Group on the City Art Collection Inventory

Minutes note: Ms. Cozad gave a report of the appraisal of the City's art collection. Mr. DeLind thanked Ms. Cozad for her hardwork and stated he was very impressed by the report. Ms. Witte stated Ms. Cozad also created a template for FileMakerPro to catalogue the artworks. Mr. DeLind moved, seconded by Ms. Morris to refer the report to the Public Art Subcommittee for further review and to look at artworks that need conservation. There were no objections.

   4. Public Art Subcommittee Report

Minutes note: Ms. Morris moved to fund the Garden Homes History and Resiliance mural by Clean Wisconsin at $2,800, seconded by Ald. Kovac. There were no objections.

   5. Official City Flag Subcommittee Report and Recommendations

Minutes note: Mr. DeLind thanked the Subcommittee members for their hardwork and the People's Flag committee for their presentation. He presented the 3 recommendations from the Subcommittee: 1. RFP/RFQ process; 2. General call for entries; 3. Process by internal design staff. Ms. Klose stated the RFP/RFQ process would include community input and town hall meetings and community outreach done by alderpersons. Mr. DeLind stated the general call for entries would be starting all over with a lot publicity and community outreach/input. Mr. DeLind stated the general call for entries would include the previous submissions from the People's Flag process. Ms. McSweeney asked if non-city residents would be allowed to participate in the general call for entries. Ald. Murphy stated the Arts Board would be responsible for the process of creating a new flag, including a budget. Ms. Morris stated this process is a political process, not an aesthetic process, and the alderpersons need to be involved in the process. Ald. Kovac stated the Council should provide funding for the process and the town hall meetings run by a designer. Ald. Murphy stated the People's Flag people did an admirable job with their process, but the Arts Board felt the the process was not inclusive. Ms. Layden stated with the RFP/RFQ process requirements can be set for town hall meetings and aldermanic districts. Ms. Morris stated the internal design process would be highly politicized. Ald. Kovac stated the new design process may not be as limited as the People's Flag process. Ms. McSweeney stated that after the RFP is created, additional funds are going to be needed to implement the RFP. Ms. Layden stated the with an RFP process there can be several iterations, including designs for the public to vote on. Ald. Murphy stated the cost, timeline, and process should be presented to the Council by the December 31st deadline. Mr. DeLind moved to create an RFP process for a new flag design including budget and criteria, seconded Ms. Morris. There were no objections.
