   1. Tour of Next Door Foundation's Educare Program.

Minutes note: Miranda, from Next Door, led the tour, which involved seeing various classrooms and hearing about various services offered by Next Door. The tour ended at approximately 10:20 a.m. and during the tour Race to the Top was discussed as a way of measuring how alumni from various programs can be tracked academically once they complete the programs. Ald. Johnson found the tour and services very hopeful in making a difference.

   2. Discussion of current birth to school literacy programs.

Minutes note: Ms. Cronn said it would be nice to have more families able to access services. One of the biggest barriers were feeling their kids wouldn't be safe in light of children left on buses. Ms. Sparrow thought the solution was in partnering with others and Ms. Davis agreed with this, as well as the need to share data. Ms. Kiely said the public library is focusing on 0-3-year-olds and is going out to 2- and 3-star child care centers once a week for 16 weeks to model curriculum and provide support materials. All of this is privately funded. The library has had a "Books to Go" program since 1999. The library provide the report titled, "Early Childhood Listing - 2017" contained in file 161649 and has an annual budget of $230,000 and operates 13 sites. Ms. Davis really wants to focus on collaboration and use this body as leverage to begin this collaboration. Ms. Tynes-Allison said that MPS will start offering full-day programming for 3-year-olds this fall. Their "Frog Street" program will be an integrated curriculum, emotional, educational, social, STEM focus, for 3- and 4-year-olds. Ms. Deacon said the Jewish Community Center facilities' daycare (Ganami) for 0-3-year-olds does not have as many toys as expected and the children are expected to create their own using their imaginations. They do have the same staffing as Next Door -- 3 teachers for 8 students. Most parents are private pay at a cost of $20,000 per year. They have 180 kids and spend about 3 hours outside per day. Per Mr. Coughlin, the highest subsidy is $250 per week. Next Door picks up the difference while Ganami would have parents pay the difference. Ms. Sparrow thinks that if organizations are doing the same work they should assess the results the same way. Mr. Coughlin wants to use the same names for the same findings so the data is easily comparable across organizations. Ms. Davis said a work group has been formed to create recommendations which it will bring before this body for its revision and approval.
