   2. Approval of Housing Trust Fund Funding application changes and release date.

Minutes note: Mr. Higgins gave brief overview of the recommended changes discussed at the last Technical Review Subcommittee at their October 12, 2016 meeting; Mr. Higgins thanked the members for meeting in such short notice. He said that most of changes are regarding the order of scoring sheet to follow questions on actual application. Also, some formatting and clarification of questions to the application. On page 10 Part I: Project Description 1a. REMOVE if project involves construction or rehabilitation, please attached photos of the site and sketches or drawings of the proposed project ADD (Not applicable to owner-occupied rehab). On Page 11 Part III Project Site control, zoning & environmental issues 1. ADD project must have (Not applicable to owner-occupied projects) On page 13 Question 4 ADD construction financing amount $ ADD a. projects involving owner-occupied rehabilitation, has a line of credit been secured? Mr. Higgins will follow up with purchasing department for clarification. Mr. Haywood asked how this will be monitor. Mr. Higgins said that they will work with department to make sure documentation is submitted via Office of Small Business Administration. Mr. Arora asked how the 15 total points of scoring sheet are will be allocated. Mr. Higgins said that there is a calculation depending on the number of units they serve. Another changed to application was the removal of Mortgage Credit Counseling Services, Mr. Peters said, since the need has decreased and funding is limited this cycle. Mr. Higgins said that that was removed from application. Ald. Murphy thanked the members of the technical review subcommittee for their hard work in thoroughly reviewing the application in such short notice. Mrs. Schneider, seconded by Mr. Peters moved approval of changes to the application. There were no objections. Mrs. Schneider, seconded by Mr. Mathy moved application release date be October 28, 2016. There were no objections. Mr. Higgins suggested for the Technical Review subcommittee meet the first week in December to review applications and create recommendation to be submitted to the full board.
