   1. Review and approval of the minutes from the last meeting.

Minutes note: Meeting convened: 3:02 P.M. Mr. Askins said that on the Brewers Hill garage a paneled garage door is required. The minutes were amended to reflect this. Ms. Pieper Eisenbrown moved, seconded by Ms. Clendenen-Acosta, for approval of the minutes as amended. There were no objections.

161181 02.ResolutionResolution relating to a Certificate of Appropriateness for a roof replacement with synthetic slate at 3011 W State Street (the Faries-Rood-Yale House) in the Concordia Historic District for Andrew Larsen and Jason Tetzlaff.

Minutes note: Mr. Askin said that the applicants want to replace the slate roof with a synthetic slate as well as the roof on the turret. The house was built in the 1850s and was on a multi-acre site and is the oldest house in the district and the oldest house in the city limits still currently in single-family use. The roof report says that it needs repatching and reflashing, but is not in imminent failure. There is no evidence that a wholesale replacement needs to be done, per Mr. Askin. This house is the house on the Concordia neighborhood poster. Ald. Bauman said he understand the economic argument particularly when the value of the house is below the cost of replacing the roof. Ald. Bauman thinks a policy needs to be set relating to slate roofs. Per Mr. Askin, the Wisconsin Historical Society generally disapproves of everything from this manufacturer. Andrew Larson and Jason Tetzlaff -- owners Mr. Larson is a historian and respects the house, but thinks the condition of the roof is a long-term threat to the house. Per a slate-roofing expert, the roof needs to be replaced very, very soon as it was replaced in the 1950s or 1960s with a poor-quality slate, which is no longer being manufactured. The gutters were also improperly attached over the slate, rather than under the slate. How the roof railing is attached is also compromising the roof. The owners think the company's other products are good and Enviroslate, which they are proposing, has been approved by other preservation committees in Virginia. Mr. Jarosz would like some written estimates on the cost to replace with slate and asphalt. The asphalt would be to help preserve the building, per Ms. Pieper Eisenbrown, as was mentioned at the last hearing of the Commission. The east and south sides are the most degraded due to damage from the sun. The applicants will return with estimates.

161208 03.ResolutionResolution relating to a Certificate of Appropriateness for an addition connecting 801-803 and 807-809 N. Cass Street across an existing driveway at 805 N. Cass Street in the Cass and Wells Historic District for Mike and Pam Buckley.

Minutes note: Mr. Askin said that the applicants want to infill a vacant lot to expand an existing business and will reconfigure the facade of 807 N. Cass St. to make it look more historic. The 807 building was changed from commercial to residential many years ago, under approval of the Zoning, Neighborhoods and Development Committee. The vacant lot was always a vacant lot except for a one-car garage that has long-since been demolished. The in-set building will be set back from the primary facade, but not from the 807 building. The new building will result in removal of a non-historic balcony and a non-original door. The only questionable change is the removal of an oriel on the 807 building, which staff does not oppose as that building has few remaining original features. Exterior windows that wil be enclosed will be preserved. They are also considering removing the vinyl siding and will submit a COA request depending on what is under the siding. Staff recommends approval with conditions listed in the staff report. Pam and Mike Buckley - owners. The second floor will be mostly period glass with flowers, rather than seating. The intention is to change some existing doors to make them more reflective of the period. The 807 building will be much more historic than it currently is and the new addition will be of cream city brick. Ald. Bauman fully supports these changes. Mr. Jarosz would like the owners to meet with staff as the project continues as the drawing is a sketch, which isn't what is typically presented to the Commission. Ms. Clendenen-Acosta moved for approval on the condition that the applicants meet with staff relating to the materials. Ms. Pieper Eisenbrown seconded. There were no objections.

161225 04.ResolutionResolution relating to a Certificate of Appropriateness for façade repairs at 910 N. Old World Third Street (Second Ward Savings Bank) for the Milwaukee County Historical Society.

Minutes note: Mr. Askin said he didn't find anything objectionable to the plans and the planned repairs are appropriate. The building has served as the Milwaukee County Historical Society since the bank donated the building. All of the baluster pins will be replaced and the cornices will also be repaired and preserved as much as is possible. They think there are at least seven balusters that need substantial repair and two that need to be replaced. Staff recommends approval with the conditions outlined in the staff report. 161238 05.ResolutionRelating to an approval for a City of Milwaukee Historic Plaque for the Christian Schiek House at 1325 N. 23rd Street for Joseph Bagin, Sr.

Minutes note: Ms. Hatal noted it is the Schiek house, not Schlek house. Mr. Askin said the owner has requested a plaque for the house built in 1895. Staff does not feel this house meets the criteria for a plaque as set forth in the bylaws. Staff feels that the maintenance is adequate and the house has had significant alterations Joseph Bagins, Sr. - now lives in the home at 1325 N. 23rd St. - his family has been in the house for three generations and is holding up the neighborhood. The asphalt sheet siding has been replaced with vinyl siding. Ald. Bauman moved to approve the plaque. Ms. Pieper Eisenbrown seconded. There were no objections.
