     The Pledge of Allegiance was said and followed by silent invocation. The question was put: Are there any corrections to the Common Council Journal of Proceedings for the regular meeting of January 19, 2016? There being none, the minutes of the meeting were approved without objection. Ald. Perez moved for the Common Council to resolve itself into the Committee of the Whole for the purpose of receiving a number of presentations. Mr. Xavier Rico was recognized on being named the U.S. Youth Soccer Association Region II Boys Competitive Coach of the Year for 2015 at the organization's 24th annual awards in Baltimore on January 29, 2016. There were no objections. Escorting Mr. Rico were Ald. Perez, Kovac, Hamilton, and Zielinski. Andre Lee Ellis was recognized for his positive contributions and community work. Escorting Mr. Ellis were by Ald. Coggs, Stamper, Hamilton, and Davis. Ald. Borkowski moved that the Committee of the Whole rise. There were no objections.     Video Video
