Lt John Kaltenbrun stated since November of last year MPD has had 14 contacts, most recent of which was last weekend. At a meeting in January regarding the problems that are occuring between 1:30-3 AM and a shooting in August drained resources, including 3 sergeants and 9 police officers, and crimes have increased because of resources being tied up at the premises

Ald. Murphy stated the ordinance is the result of an expansive task force regarding salvaging, recycling and towing that met approximately six times. The City is willing to remove the $30 recording fee and waiver.
Andrew Van Natta, Legislative Reference Bureau stated the ordinance will require a plan of operation, and all vehicles can be licensed under a single premises, similar to current junk licenses. It will streamline current License Division operations. All consensual towing is exempt, with increased penalties for those operating illegally; a drop fee of $50 will also be implemented if car is hooked up. Most cities have no fee, a fee was added for benefit of tower.
Captain Johnny Sgrignuoli stated they looked at what the needs were of the industry, the inability to regulate and need of self-governance. MPD must ensure people are operating legally, dedicated additional resources
