Perez present at the table. He states there were issues at the previous establishment, but the current establishment has not had issues with the existing restaurant. Michael Whitcomb and Trial Consultant Sarah Crandall appearing with the applicant. She states she has been working on a strategic action plan for the area with the Walker's Point Association which was authorized by the City of Milwaukee. She states no one involved in the plan has requested another large liquor establishment in the area. She is a state licensed architect and created and displayed a map of the area with labelled businesses and residences. She states the traffic, parking, and congestion associated with the establishment will have a negative effect on the neighborhood. She would prefer traffic coming to the area be involved with small businesses and artistic endeavors instead of alcohol establishments. Ald. Zielinski stated the map submitted by Ms. Twombly would be labelled as Exhibit A (exhibit #1). There were no objections. Juli Kaufmann - 255 W Bruce St - Her opposition is based on parking and states that valet parking will only redistribute the problem She also states there is already a high concentration of alcohol licenses in the area. Betty Elmer - 821 S 3rd St - She states her objection is based on the density of liquor licenses in the area. She and her husband have had to call police for drunk and disorderly conduct from other establishments. Ann Pebar - 3244 N Hampton - She owns several properties in the area. Dr Rojahn DeSilva - 1037 S 10th St - He states he would not have bought his home if he had known there were two strip clubs in the area. Individual appearing not in support or opposition: Captain Morales - In June of 2013, one of the biggest complaints from the neighborhood was regarding prostitution. The Lincoln Greenfield National Loop is known as an area with a high volume of prostitution. There are traditional prostitutes and drug dependent individuals in the area. Street level robberies decreased once an initiative was created aimed at decreasing the number of prostitutes. Walker's Point does not have a prostitution problem, but a concern is that it might bring prostitutes into the area. Individuals appearing in support: Chaz Hastings - 11310 W Silver Spring - Owner of Milwaukee Harley Davidson - He has been a neighbor of Silk for nine years. He states his building is safer because of the security that Silk offers. He has not observed any problems in the area. Tony Sylvia - 234 N Broadway - He states the business will be good for the tax base in the city. He lives about 11 blocks away and is in support. Alberto Gonzalez - 222 S 3rd St - He has worked at Silk Exotic for eight years and states the business is run cleanly. Music is kept at low volumes to prevent noise issues. Craig Peterson - 7165 N River Rd - Riverdale - He owns a property in the Walker's Point area. He has clients in town who often ask if there is a gentleman's club downtown. He has visited Silk Exotic and thinks it is run well. Lee Guk - 133 W Oregon St - He owns several properties and businesses near the proposed establishment as well. He states development is moving fast in Walker's Point, but not quick enough to sustain some businesses. He states the proposed establishment would help drive traffic to the area to visit other businesses. He states it would not have an adverse effect on his home or business. Diane Dowland - 1619 S 1st St - She has owned a tavern in the area for 9 years and has served on various community groups in the area. She states Silk has always supported events in the area. She states she would like additional traffic to support all of the businesses in the area. Jehovah Holy Spirit Jesus - 4523 S 23rd St - He knows the area well and is in support. Tim Whitfield - Operations Manager - He states he runs a tight operation at Silk. He would be the operations manager at the proposed establishment and has experience at various clubs around the U.S. Bryan Ward - 543 Frasier St, Fredonia - He owns a restaurant in the area. He states he welcomes the new business. Robert Lopez - 638 S 3rd St - Luxury Valet - They service several areas in Milwaukee. They have done a lot of preparation for the new location. They currently are working on four locations to use for valet parking within a block or two of the proposed establishment. Ald. Perez - He states he is aware that the applicant has a clean record in other areas, but those cannot be compared to the proposed location. There is a history of problems on the street. He is opposed to the application. Atty. Whitcomb presented a list of individuals who have already submitted letters of support. He states the individuals all have experience with Silk and are in support of the application. The other Silk locations do not have tavern issues, as the alcohol is secondary to the primary business. It is intended to be an entertainment facility. The expressed concerns can only be proven wrong by allowing the establishment to open and show they will have no problems. The building will be discrete with a modern exterior with an "S" on it and will not lower property values. The proposed establishment will be an upscale gentleman's club. The hearing for this item began at 1:15 PM and ended at 4:55 PM Ald. Dudzik moved approval of the Public Entertainment Premises without an alcohol license. (Motion failed 1-4) Ald. Guy Rehorst - 1009 N Jackson St - He states the existing Silk Exotic location is a well-run business. He has observed the establishment at closing time and was impressed with the security. Diane Dowland - 1619 S 1st St - She has owned a tavern in the area for many years. She states the location has had problems for years and states she prefers to have Silk Exotic in the location because it is a well-run business with tight security. Valerie Jorgeson - 531 W Virginia - She agrees with previous supporters and states she has been to Silk Exotic's currently location and has felt safe. Lee Guk - 133 W Oregon St - He owns two businesses in the area. He agrees with previous supporters. He states that the establishment will create many jobs in the neighborhood. Verona Swanigan - 3714 Kilbourn - She is an attorney licensed in several states and has a degree in forensic psychology. She has reviewed Mr. Ferraro's plan to prevent human trafficking. The layout of the establishment will prevent solicitation and the entertainers would be escorted in and out of the building. The applicant has been amenable to all of her suggestions to prevent prostitution. Tom VanHagen - 135 E National Ave - He states he is neither in support nor opposition. He owns the Blue Jacket and does not have a problem with giving the applicant a chance to operate in the neighborhood. Ald. Perez states the area currently has traffic and congestion. He states he cannot support the application based on neighborhood testimony. He also states it is an unfit location based on previous problems in the area. Mr. Ferraro states that he has been in business for eleven years and has not had any issues at any of his locations. He states that there were neighborhood fears before he opened all of his establishments and he has then proven to neighbors that there are no issues. He states he has followed recommendations to find an establishment secluded and near railroad tracks. He will offer valet parking so there will be no parking issues. He has reached out to Homeland Security for advice on how to prevent human trafficking. He has kept his other locations clean and has offered to let neighbors design the exterior of the establishment to address concerns. Ald.
