This program, which shall result in the creation of both rental and owner-occupied housing units, may be implemented without further Common Council approval, although individual rehabilitation and construction projects shall be undertaken only upon consultation with the local Common Council member. Funding for this program shall come from borrowing and/or from proceeds from the sale of Housing Authority revenue bonds supported by the Housing Authority's independently-audited balance sheet and income statement as security. The Housing Authority shall provide a report on the activities of this program to the Common Council on a semi-annual basis.
