Officer Lesnewski testified that the store has had a history of loitering, litter, crime, and disorder up to 2009 before its closing. Since then, he said there has been decreased crime and trash at the store.
Mr. Waley-Smith testified that there is a saturation of alcohol establishments in the area and that there has been significant decrease in crime in the area since the closing of the store. He added that there has been a hisory of loitering, litter, and advertising of alcohol to young students at the store. He said that Ms. Mahmud has been confrontational and uncooperative when approached by his group and when given the group's standards.
Ms. Pena testified that there are issues of parents and students having access to alcohol in the area. She said that she did not have first hand testimony of Ms. Mahmud's store.
Ms. Cox testified that the area has been much quieter since the store's closing. She said that she has witnessed loitering at the store when it was open.
Mr. Therman testified that the applicant did not tell him that the convenience store was going to sell alcohol when he talked to her.
Mr. Harden testified that he personally has observed decreased loitering in the area since the store's closing.

Ms. Brooks testified that she has been a resident in the area for 15 years. She said that there are issues of loitering, litter, fights, and shootings in the area regardless of the operations of the store. She added that many issues, especially litter, pertain to a lot next to the store, which Ms. Mahmud does not own.
Staff Assistant Keith Stanley, on behalf of Ald. Willie Hines in the 15th Aldermanic District, was present in opposition. He said that there have been numerous residents who have spoken to his office with concerns due to the historic issues at the store.
Ms. Mahmud testified that she has done remodeling, taken down the fence in the back, and made the the store assessible on all sides. She said that she has been unsuccessful in removing loiterers and drug dealers from the front of the premises and has called the police to remove them, which they have done. She said the issues mentioned by those in opposition are not a result of her or her store.

Ms. Losing testified that she is a direct neighbor across the alley who has observed the following issues relating to the store: trash, littering, patrons publicly urinating in the alleyway, shoplifters going over her yard's back fence, patrons walking in neighboring backyards, the store's dumpsters not being coiled with wire, traffic in the alley, people dumping assorted furniture and electronic devices in the store's dumpsters, and armed robberies. The use of the store's dumpsters as a dump site by outside people has become an impediment for her to exit and enter her garage. Patrons of the store has harassed her and honked at her when she is outside of her house in her yard. She said she has contacted the store numerous times to address her concerns but was unsuccessful to get any response.
Ald. Murphy was present and testified in opposition based on neighborhood concerns and the following issues at the store: regular police activity on weekly basis, inadequate staffing, revolving managers, building inspection orders, use of Milwaukee Police Department as security, and disregard for the neighborhood. The store has a history of issues dating back to 2006. There has been no effort to address concerns of the neighborhood from the store and the corporate office. Repeated attempts to contact the store or its corporate office from his office has not resulted in the receipt of any adequate responses.
