| | | | 3. Public Art Subcommittee Report
a. PAIR Program Evaluation
Minutes note: DCD has been working to formalized an evaluator contract to work through an evaluation plan and prepare a final report for the PAIR pilot. This is local artist that also submitted RFQ to the pool of the original PAIR placement. The panel considered this local artist would be a great fit as the evaluator.
Given that the PAIR pilot budget is under $11 ,000 remaining from the original budget and that even within an extended timeline of the PAIR Program, the liaison and artists were not able to complete the evaluation during that time, we are working through a scope of services and a contract, purchase order with a local artist to complete further evaluation of the program.
An evaluator has been selected to complete program evaluation for the PAIR pilot to be completed within six months of that contract execution.
DCD staff and the Arts Board staff will serve as the primary contact for the evaluator and will offer time, as needed, to check-ins. The evaluator will attend the Public Arts Subcommittee each month, as appropriate. This individual will present the final report to the Arts Board and within the scope of services, the evaluator will be responsible for a number of items;
In collaboration with DCD, Arts Board staff, and Public Arts Subcommittee, they will develop an evaluation plan that will review the process, approach, and lessons learned during the pilot in order to complete the final evaluation report described further. They will identify key performance indicators that could be used to indicate the level of success of the PAIR program; this should look at everything from public impact as well as some of the more quantitative measures such as crash data, speed data, and other key performance indicators.
They will collect, organize, and review archival documents from the pilot program including everything from team meeting notes, PAIR report, recordings, outreach documentation, DPW and Vision Zero reports, and committee hearings.
The evaluator will identify, along with DCD Arts Board staff and Public Arts Subcommittee, five to ten individuals to be interviewed with any relevant questions and topics for those conversations
They will be responsible for interviewing, documenting the conversations with those folks and preparing takeaways.
Then all of that work will feed into the final evaluation report that the evaluator will prepare that will contribute to improving potential future PAIR programs as well as city practices and programming.
Lastly, the evaluator will prepare a dissemination plan for the final report to include a list of individuals to share the report directly, including larger communities impacted by the pilot and potential future PAIR programs. Evaluator will be encouraged to engage with all Milwaukee arts board members, the LA County creative strategist program staff who were supportive in the planning and setup of the PAIR program based on their creative strategist program, as well as other key stakeholders who they may identify through the process.
This candidate or this local artist is working through the business side of the contract such as, the process of setting up their LLC and working through the necessary steps to meet the insurance requirement set by the City.
The contract should be completed in the near future for them start in mid to late January and be able to present a report at the February Public Arts subcommittee.

This is the City of Milwaukee cultural and artistic event; an agenda item maybe included in next month for further discussion.

a. Sustaining Grant Program Updates
Minutes note: The 2025 Sustaining Grant Program has been announced and released via a variety of City social media channels. Application are being accepted through March 17. The public information session for the grant is set for February 13th at 11 a.m., which will be recorded and made available within the application as well.
Before the March Arts Board meetings, the review panel members will be soliciting, on a voluntary basis, two Arts Board members to serve on the panel. Their recommendations will be presented to the board.
In preview of an item of the February agenda will be the public nomination form for the artist of the year and friends of the arts award. The draft Form will be sent to members in advance of the February meeting, for their review and any feedback board may have, said Ms. Svetic.

a. 2024 Attendance Reimbursement Check Reminder
Minutes note: Ms. Svetic said that payments checks for attending as members are in process. In the past Arts Board members have returned those checks back into the Artist of the Year Fund. If anyone new would like to do that, please contact Ms. Svetic.
Statement of Economic Interest are coming due soon, via DocUSign. Please watch for it on your emails, as you maybe penalized, if you failed to submit these, said member Morris.
Carl Bogner, who was a long-time important figure in the Milwaukee film community, died in the middle of December after about a two-and-a-half-year period of having brain cancer. Many of you knew him through UWM, where he taught for a very long time, or through the Milwaukee LGBT Film and Video Festival, or through the many things he was involved in around town; a memorial service its being planned for him later in March at the Zelazo Center at UWM. More information to come, said member Morris.
