Minutes note: Recommendation for a separate working meeting to finalize Chapter 109 amendment and it was discussed with Chris Hillard from office of City Clerk. Issues presented: a) City Clerk’s concern with ERC’s Chapter 109 it made more sense in the grant application compliance chapter. In their opinion ERC (Equal Rights Commission) ordinance limit’s jurisdiction and changes are being proposed b) Per Chair Tony, complaints and compliance s are two different things. Compliance pertains to individual grants and complaints can be accepted within our jurisdiction. c) Per Bernadette, the confusion can be tackled down in the suggested working meeting. d) ERC can accept complaints within our jurisdiction, the state and county know the ones that can be record and the referred. e) ERC has a compliance component across city departments. Regarding the Hub that would be something different because it might be own by the city. However, if one of the eight areas of jurisdiction occur on the Hub then ERC has the right to hear those complaints. f) However, ADA it says that it could not. g)City attorney’s office was concerned because the number of contracts that the City administer are numerous and complex and most of them do not fully within the ERC jurisdiction. And if they did ERC would not have the capacity to hear them. h) ERC Commission is quasi-independent i) Should there be a grants compliance body it would have a third body due to the complexity and numbers. j) Recommendation was to accept City attorney’s suggestion to keep the grant and fulfillment components outside of ERC because it does not have the legal capacity. k) ERC should not be listed without the permission of the ERC, that was a mistake the CDA made, because it would not be doing the work that it represents. l) Recommendation that language that “all complaints should be recorded as Chapter 109 and the suggested amendment” and directed to the right jurisdiction. m) Attorney Tomas Miller has posted together the complaint process that ERC has jurisdiction over. n) That language should be included in Chapter 109 that is clear what ERC areas of jurisdiction it has.

   6. Discussion of Recruitment of Commissioner's 3 vacancies. - Full Discussion

Minutes note: By Commissioner Vice-Chair Jacqueline Cook a Metrix document was shared to all current commissioners in order to insure good representation is established in the choosing of three vacancy commissioner’s positions. Equal Rights Specialist will be sending a Metrix document to all current commissioners to be filled out with a deadline by 5.29.2024. A list of community-based organization was presented to spread the word out for volunteer commissioner with the intention to have good representation of various sectors of the city and the people commissioner should represent. Tools of advertisement for positions; flyers, electronic announcements and position statements will be going to specific organizations. Recruitment process will start June 1st thru July 1st. (3 components) 1.Sources: Intentionality of identifying candidates 2.Recruitment: Word of mouth and other medium (June 3rd thru July 1st) a)Flyers and announcement will be ongoing process thru July 1st 3.Intentional target organizations: June 3rd to June 14th (Position Statements) 4.Recruitment process will start June 1st thru July 1st.
