231484 01.ResolutionSubstitute resolution assigning the honorary street name "William R. Stark" to West Atkinson Avenue from North 16th Street to North 17th Street in the 6th Aldermanic District.

Minutes note: Joseph Wilson is connected to Mr. Stark through the Prince Hall Masons. Mr. Stark was committed to the City of Milwaukee as well as the church, St. Mark AME, on which the honorary street naming is located. The pastor is in full support of these efforts. Mr. Stark's background is very impressive and his work is noteworthy. Prince Hall are free masons and Prince Hall was the first black free mason in the U.S. Mr. Wilson, the nominator, organized a benevolent fund for scholarships in the amount of $30,000 in Denver last year. There will be an international conference for Prince Hall in May in Milwaukee. Ruth Jordan, Mr. Stark's daughter, noted there is also a female chapter of the masons and she has been a member since 1992. Mr. Gurda said that St. Mark AME was the first African American church in Milwaukee. Mr. O'Neilll moved, seconded by Mr. Baehr, for support. It was approved unanimously.

231698 02.ResolutionSubstitute resolution assigning the honorary street name "Alderman Terry L. Witkowski" to West Norwich Street from South 6th Street to South 5th Place in the 13th Aldermanic District.

Minutes note: Jarrett Litscher, aide to Ald. Scott Spiker, said former Ald. Terry Witkowski served from 2003-2019 and was also the Safety Director from 1986-2000. He was instrumental in forming two business associations in his district and upon his retirement became the Chair of the Garden District. The community garden was formed under him with community events held in the space and Norwich serves as the primary entry point to this area. Mr. Gurda noted that the land was formerly a railroad right-of-way and it is really a great transformation of the land. Mr. Baehr moved, seconded by Mr. O'Neill, for support. The vote was unanimous.
