   2. Review and approval of the March 16th minutes.

   3. Discussion relating to the RFP process and criteria for ranking responses.

Minutes note: Mr. Jansen has e-mailed both the CCC chair and Camille Mays his concerns about the delay in posting the RFP. He feels there has been a lack of urgency when it comes to police reform on the part of the city, on both this and the use of force policy. He feels the CCC needs to be more public about its demands. As a commission, they need to come out of the shadows and rejuvenize the movement on police reform and social justice. Mr. Jansen wants to create a scoring rubric with scores of 1-5 for each category (he shared specific criteria). Ms. Cooley suggested "cost efficient" rather than "cost effective" (as "cost effective" sounds quick and cheap, which may not be what the Committee wants). Mr. Delagarza asked about the deadline, which Mr. Jansen thought might be roughly a month after the RFP is posted. Mr. Jansen is hoping to get some ideas from both members of what criteria they would like to see. Ms. Blanks would be careful if we told the potential applicants what they would be evaluated on and then change that. Ms. Blanks would like them evaluated on education, experience in community engagement, their process of community engagement. Ms. Cooley asked what "sample size" is -- responses vs. those people contacted. Mr. Jansen is hoping for 1,000 responses, not 1,000 persons contacted. It might be easier to speak to a total sample size, rather than how many responses are needed. A lot of folks don't answer the phone if the number isn't known. Ms. Blanks said that whatever we say to one proposer we need to say to all proposers. We need to document this as part of the RFP. Ms. Blanks suggested having a "pre proposal meeting", which a lot of consultants are used to. Ms. Blanks thinks this needs to have more urgency.
