Ms. Smith - 116 W Wright St - she said that she is in objection and wonders what happens on emergency situations with all of those speed humps. She also said that she requested a speed study and that she hopes that the results be shared because she wants to know how many accidents have happened during the last 13 years. She also said that she was supposed to receive the letter with the names and telephone numbers from the people that was surveyed Shirley Ferguson - 117 W Wright St - she said that she has owned her home for 35 years and that she spent a lot of time outdoors (gardening, fencing, etc) and that she has seen the speeding and reckless driving increasing and that it is important to slow the traffic down because there are families with young children on the street. Neighbors present: Mr. Felton Benton - 4511 N 40th St - said that he and his wife collected the signatures for the speed hump because there are families with young children and that the neighborhood wants the children to play outside. Neighbors present: Jack Dills- 3276 N 46th St - he said that he has lived in that block for 22 years which has been quiet until lately that they have had speeding and reckless driving issues because the block is like a runway. He added that they have a lot of retirees. Ms. Rutenbeck said that the alderman supports the project based on the survey results: 34 properties were surveyed with 4 in favor 2 opposed. Ald. Ms. Rutenbeck said that 30 properties were surveyed with 5 in favor 2 opposed. Neighbors present: Mark Rider - 3744-3746 N 50th St - he said that City means well but that he is in opposition and that speed humps are a hammer for the solution because they stress everything in the vehicle. He added that speed tables are a much better solution (take care of the problem and do not stress the vehicles) and, that he did not see that option on the survey. He also said that we need to hit the traffic violators in the wallet. Ms. Rutenbeck said that speed tables are used more on arterials ways where they need to keep the traffic speed under 30 miles p/hour and that they are made out of concrete which doubles the cost. Timothy Smith - 3728 N 50th St - he said that the problem is getting worse even after reducing lanes and that he is in support because people do not slow down even if you are getting in/out of the vehicle. Minutes note: Ald. Bauman said that he and Ald. Brostoff received an extensive e-mail from a constituent who said that nothing has happened after the meeting that he made reference on the same document. Kevin Muhs - DPW - talked about the actions taken regarding the e-mail received. He also said that they are working on a plan and that a draft will be shared in about 6 weeks. Mike Amsdem - DPW reported the following: - Construction work have started on 9 jobs across the city - 7 additional jobs were advertised on early spring (ideally will be completed this year) - Work around schools will start on June to not interfere with the school year. - Substantial work is happening Ald. Brostoff said that he received very positive feedback from the project on Oakland and Newberry.

Minutes note: Ald. Bauman said that they have received reports of streets being pitch dark for months. Kevin Muhs - DPW - said that the map attached to the file is a revised map of series circuits to be replaced with the $19.5 million in ARPA funds that the Council allocated to the project. He also said that there was a request for a list of all series circuits in the City. He said that they are working to make it in a shareable format. Mr. Kruschke said that they are looking for options like performance contracts to get the job done quicker and that they are getting a plan together for this matter also.

Minutes note: Ald. Bauman said that we had a little burst of warm weather and the use of scooters raised up. He added that sidewalk GEO catching is not working and that it was supposed to be part of the deal when selecting the operators. Kate Rirodan - DPW - said that GEO catching for sidewalks was required and that some scooters have a voice commands to be used as reminder (do not ride on sidewalks) and when the scooters are used on sidewalks. She added that they had demonstrations of the technology and that there are some patches where the data is not available but that she has received a lot of complaints as well. Ald. Brostoff that he has received lots of complaints from Brady St and that he wants to fine violators. Mr. Kruschke said that reckless driving on scooters is being part of the conversations with MPD. Ald. Bauman said that we should not been using MPD scarce resources to go after scooter users. Ald. Brostoff said that there is no proper mechanism in place and, that we must engage in working on one because the reckless driving on sidewalk is happening. He also mentioned that there are users that are dumping scooters on ramps (blocking the access to handicap people) and everywhere else and, that they also should be fined. Ald. Westmoreland said that operators have the user's credit card information and that the contract must say that fines are going to be charged to the same credit card for example. Mr. Kruschke said that the operators can ban users that use the scooters on sidewalks and that this is an on going conversation and, that they will address all the suggestions to build up the pilot program. Ald. Chambers said that he is an avid user of scooters and that he understands the issues but that we should not base our decisions on the bad apples and, that he hopes that the scooter program continues. Ald. Spiker said that this a conversation worth to have it off-line.

230015 025.CommunicationCommunication from the Office of the Mayor and the Department of Public Works relating to delays in addressing the epidemic of potholes across the city including persistent and severe potholes on W. National Ave. from S. 9th St. to the city limits.

Minutes note: Ald. Zamarripa said that she sent a list of potholes on National Av on April 10th and that she reached out directly to the DPW Commissioner because she did not see the 3 day turn around and that she did not hear from the Commissioner either. She added that she hopes that everything be addressed today. Ald. Perez said that they expect a high level of communications among departments and that he wants to know if people doing other DPW operations are reporting potholes as well because they are being bombarded with calls from residents, that the districts are reporting to DPW and that nothing happens. Mr. Kruschke said that the issue is how long is taking to fill out the pothole and that they have prepared a Power Presentation about Street Maintenance. Mr. Muhs said that is not only the season for potholes but that it is the year of the potholes. Mr. Muhs gave the presentation that has been added to the file. Mr. Muhs also said that their division vacancy rate is 18%; the department vacancy rate is 25% and that the asphalt plants will open in mid-May. Mr. Muhs apologized to the residents of the 8th and 12th district admitting that they dropped the ball on this request in specific but that with the new system that is ready to be implemented (they just need to migrate the information from the current system) will avoid these mistakes. He also said that National Avenue is a federal/state highway so funds are available to do the work.
