081689 05.ResolutionResolution authorizing a transfer of funds from the Development Fund for environmental testing, remediation and demolition on brownfield properties located in the City of Milwaukee.

Minutes note: Karen Dettmer and Jomar Hooper of DCD at the table. Ms. Dettmer says that DCD has been very successful in targeting the brownfield properties for redevelopment and putting them back on the tax rolls. She also says that the city will be applying for three million dollars from the federal government. Mr. Hooper says that the amount being asked for is expected to meet DCD's needs and certain projects will be brought before the council throughout the year.

081703 06.ResolutionResolution appropriating $5,000 from the Economic Development Committee Fund for participation by City of Milwaukee staff in the 2009 International Council of Shopping Centers International Spring Convention to facilitate neighborhood retail development in the City of Milwaukee.

Minutes note: DeShay Agee from DCD at the table. He says he will be one of the delegates attending the convention. Ald. Davis says that the current amount is a fifty-percent reduction in the amount approved for the previous year's attendance at the convention. Ald. Davis also says that he will expect a report submitted after the convention is over. Mr. Agee says that he will ask for information from council members regarding what kind of development may be located in their districts. Ald. Davis suggests that a memo be sent to all the council members regarding retail development in their districts.

081674 07.Communication-ReportCommunication relating to the 2008 Consolidated Annual Performance and Evaluation Report and the participation of City departments in block-grant-funded activities.

Minutes note: Steven Mahan, Director of CDGA, at the table. Ald. Davis says that non-profit organizations should also appear in the future to discuss how they are using funds. Mr. Mahan gives a list of program accomplishments from the past year. He also says that a copy of the CAPER report is available online and at the public library. The CAPER report covers city departments and outside organizations that receive HUD funds. Ald. Witkowski says that it would be worthwhile to look at all organizations that receive the funding from HUD through the city and the entire report should be examined, not just the details regarding the money used by city departments. Ossie Kendrix of the Emerging Business Enterprise Program at the table. Mr. Kendricks passed out a sheet listing the 2008 accomplishments as well as the 2009 goals. Ald. Davis says that he would like a communication file created for the EBE study. Martha Brown from the Department of City Development at the table. She is giving a presentation on the goals and activities of DCD using CDBG funding. Laurie Letska from DCD at the table giving additional information on the task credits that businesses in certain census tracts are receiving. DCD is asking the federal government to help track the credits taken since the businesses list these credits on their tax returns. Rhonda Manuel from DCD at the table discussing the Mainstreet program. Abra Fortson, Program Coordinator for Mainstreet Milwaukee, also at the table. Jim Sayers of DCD/Housing Development Group at the table. David Misky of the Redevelopment Authority at the table.
