     4. Latine & Black Youth Achievement Presentation

Minutes note: Dr. Victor Amaya & Amanda Beavin - Data You Can Use Gabriel Velez - Marquette CURTO Dr. Amaya, Ms. Beavin and Dr. Velez presented the organization's mission which is to advance community access to data and the skills needed to drive informed and equitable decision-making in Milwaukee and beyond. This data, tools, skills and experiences are needed to create equitable and healthy communities. Organization is part of the National Neighborhood Indicators Partnership. In 2022 the team found a research article that took a different approach to Black Youth. Two reports; one focus on Black Youth achievement, release in 2023 and the second one release early in 2025, focused on Latine Youth achievement. Reports detailed findings from Data Chat projects or community conversations designed to draw residents experiences and interpretations. There were about 15 of these Data Chats, organizations that provide services for Black and Brown Youth in our city. Through generous support of the founders we were able to offer and incentive to the partner organizations by providing the participants with a small stipend for coming to share their experiences. Themes that emerged from this data chats were homelessness, attendance & graduation rates, need for connection and representation, increased educational opportunities, need for mentorship, diversity within the community, generational gasps and changes. Common themes that emerged where mental health, the impacts of COVID-19, enterpreneurship/career technical education.

     5. Community Development Block Grant Administration Presentation

Minutes note: The Community Development Grants Administration (CDGA) is responsible for applying for, recommending the allocation of, and overseeing the effective use of Local, State and Federal funds for programs serving targeted City of Milwaukee neighborhoods. Mr. Higgings review the application process, the allocation determinations, the Youth Categories and Outcomes and the OnGoing monitoring that occurs thought this process. Under the Youth Category are Education, Employment Services, Crime Prevention & Personal Development, Recreation. These are areas which goals are to increase educational achievement, after schools programs that create safe environment for the youth, employment programs geared towards job training and job placement. And recreational programs that provide fun, safe and creative outlet for youth.
