Individuals in opposition:
Savannah Brooks – 801 N 27th St – Near West Side Partners - said that community organizations, businesses, neighbors and public partners have been working diligently to reduce many of the challenging behaviors that have negatively affected the neighborhood. She added that they have invested a lot of time, money and resources to improve the safety and well-being of the residents and that this application will undermine the progress made around. She recognized that the applicant reached out to talk about his plans.
Kelsey Otero – Senior Director of Community Engagement/Marquette University – said that they have not talked to the applicant yet, that they would like to have conversations with him to make sure that it is a safe establishment and to better understand the nature of the engagement within the community. She added that MU wants to make sure that there are food options available.
Atty. Maistelman asked Ms. Otero if she received the email sent on March 28, 2026 regarding ths business.
Ms. Otero said that she did not see it and that there was not follow up from the applicant.
Edith Hudson – Police Chief/Marquette University – said that in addition to Ms. Otero testimony, that MU has its own law enforcement agency with a designated patrolling area that includes 14 liquor and entertainment licenses which is sufficient for the students. She added that the zone is saturated and this location would be a little off the patrolling zone.
Individual in support:
Luis Flores – 3613 W 16th Pl, Chicago, IL – said that he is the building owner, a former MU student and that he has the best interest in the neighborhood. He added that he knew that he was going to have challenges, that he does not want a nightclub and that he thinks that he found the best match for this location.
Ald. Zamarripa said that the application requests patrons dancing which it is a nightclub component.

He explained that it was about a shooting in the parking lot on a Saturday night between a car and a person walking a dog who ran into the restaurant. He said that they did not get any further details and that the person running the shift, did not know how to download the surveillance video into a flash drive. He continued saying that it was done later following instructions over the phone.

The applicant said for the record that half of the incidents did not happen during late hours.
Melisa Nelson Bohan said that four items are about people wanting to leave without making a payment, that the rest are requests for camera footage that has been provided to MPD. She added that she has spoken to the manager about giving her contact information when it is asked for because she is available 24/7.
Individuals also present:
Ald. Spiker said that there are three incidents that happened during the late hours: item 39 (battery case at 4:30am), item 41 (shots fired at 3:30am) and item 45 (knife situation at 4:50am). He added that last one is the most concerning because the security guard said to MPD that he did not witness the incident; however, the surveillance footage showed him on the scene, and he even picked up the knife in the parking lot and was not being cooperative and trying to cover things up. He asked what steps have been taken after these incidents to make sure that security is cooperative with MPD.
Ms. Nelson Bohan said that for item 41, the group entered the building being very loud, that they were asked to leave immediately and they started to get physical when they were outside. She added that shots were fired as they were leaving the parking lot.
Ald. Spiker said that the police report says that as more people came in to join the group, a fight between the group started, which meant the fight started inside the restaurant and not in the parking lot.
Ms. Nelson Bohan said that the fight started between the two sets of doors, that she also watched the video before turning it in to MPD and that she also spoke to the security guard company about how the situation could have been handled better.
Ms. Nelson Bohan said that item 45 was about 4 woman who ordered to go, that two left and the other two left when they got their bags, they went to their car and that’s when the altercation started between two of the women. She added that it is her understanding that a knife was pulled and they all left together. She explained that they did not know what was going on until after the fact when a customer came in to report the incident and that is when the security guard went outside. She also said that she talked to the security company about the incident, that they handled the case from there and that specific guard has not been back since.
Ald. Spiker said that these incidents cause great concern, especially the security’s reaction to them.

Ald. Spiker said that he was disturbed by the incidents and the security’s poor judgement, that he wants this business to meet with MPD and the BID to go over policies and practices, and that he needs contact information of the district manager and director.

Atty. Maistelman said that there was a bar with significant problems and that a revocation was brought before committee. He added that her client has been working there as a bartender since the 90 day suspension was granted by this committee, and that there have been no issues since December 2025.
The applicant said that she is a business owner and has owned another bar for two years now.

Ald. Perez said that the point is that there was an operator who had big issues, that this applicant is the building owner and became involved after the revocation hearing and 90-day suspension was granted.
Individuals in opposition:
Alex Kostner – 1579 S 38th St – said that he represents the Schusters Lofts across the street and that this location has been a proven record for a decrease in safety and increase of problems for the neighborhood including the automatic fire weapon fired last summer, which led to the revocation hearing. He added that he knows that the applicant has been the building owner for 5 years, but there have been different tavern licensees. He also said that they provided the videos of the shots fired there and that MPD had to do a welfare check with all the neighbors in the building due the bullets going through windows. He mentioned that he has a signed petition of 30 residents within 65 feet that do not want cat calling, noise, shootings, etc.
Nancy Bush – BID 4 Director – said that both entities are in the district and that the board is not taking opposition at this time. She also said that they have been working with the applicant and her husband with no issues.
Ruben Velez – 1670 S 11th Unit 114 – said that there has been a lot of safety concerns and that he personally witnessed a lot on the bar across the street. He added that residents would not benefit from any liquor license at this location.
Ald. Perez said that he has talked to the applicant about his disappointment with the previous tenants and how she managed the building in the past. He added that she said that she will not take the risk letting anyone else to do it and also talked about reducing hours (closing at 12am) and the efforts coming up to beautify the alley and the City's lot behind.
Atty. Maistelman said that they agree to amend the hours 6pm-12am everyday.
Ald. Jackson moved to amend the hours of operation 6pm-12am everyday. There were no objections.
Ald. Perez said that this is the applicant’s last chance to get it right.

Atty. Halbrooks and the applicant explained that there were two situations with interior and exterior plumbing contracts and that they are about to complete the works in order to get the occupancy permit.
Ald. Perez said that he just wants to be clear that he wants to make sure that the City is not on the way of getting things done.
Ald. Zamarripa said that this was not the case and that permits were not holding this applicant up.
Atty. Gresham mentioned that there is a limit of one waiver request for these instances and that the applicant must apply for a new license after this waver expires.

He added that the back of the parking lot is used for employee parking (40 employees) and that they will look for another employee parking lot in order to have the parking/loading zone free of vehicles.
Atty. Wroblewski added that his client has applied for a 90 feet loading zone as part of the immediate efforts to resolve the situation.
Ald. Zamarripa thanked the applicant for taking these measures but that she called him back in April as a courtesy call and that just yesterday, she received a neighbor call complaining about a semi-truck taking almost the entire street. She said that she observed wrong way driving, high speeding, that they were serving food probably unlicensed and that the events were held without permits. She added that this business allowed bikers to park on the sidewalk and they were taunting neighbors who were trying to document the events. She also said that she and another neighbor held a conversation with the business and MPD right at second event.
